No towns/cities beyond 3k.

Forestwalker had said last night, that there were no towns or
cities beyond 3k.
I loaded the editor and saw tons of them so I brought the
server down and deleted all regions outside of 3k in hopes it
would generate the towns and cities.
Today Dalgoda said he could find no cities or towns...so here
comes the question.
Do we deal with all cities or towns being within 3k?
Or should we just do a new seed now before we get too involved
and have a fresh start for everyone going into the weekend?

I'm leaving tomorrow for work and won't be back until Sunday, so
I'd rather play tonight on a new seed instead of play on a seed
that will be deleted when I get back.

I ran all over then north for several hours today, only found
one city. My vote is wipe it and start over while we don't have
much invested in it. One town will not supply enough loot in
the North to make the game fun.
