Use of TP in PvP / PvE

I like consequences on any server, especially when you have PvP,
and as such, I really feel having the ability to use /home, or
/base in any PvP environment is not very sportsman like, or in a
PvE situation if you dealing with a horde, or a bad situation
(ie: you fell and broke your leg and will most likely get
killed).
From what I have seen on a few posted videos, this seems to be
the norm, so was curious as to what the admins felt would be
fair in the future with regards to risk / reward, in both PvE
and PvP environments?
Is it possible to implement a long countdown timer (say 15-20
seconds) that requires the player to remain stationary before
the TP takes place? This would add a real element of risk and
require players to be more aware of their surroundings along
with placing more risk in PvP zones.
It just feel very cheap when a player who takes damage in a PvP
situation, can run off, and immediately TP home to safety, when
they should have been forced to leave under natural means. PvP
is meant to be fun, so allowing this to happen greatly cheapens
the experience for all parties involved.

Home only can be used every 4 hours I think.
If people wish to use it, no matter the situation, they can use
it.
We don't judge play styles.

than weed, cigs, or alcyhol.
