Why there is a quest/recipe for land claims question

To any member who can give me the reasons I have made the land
claim recipe an end result of a quest now versus just let
everyone make them I will award 10 vote points. That is the
equivalent of 5000 zcoins; remember, you can convert vote points
       to zcoins.
       The most complete/accurate/insightful answer wins!
       You have until April 1st.

I'll have to start thinking up something insightful--I suspect
there is more to the answer than just "a lot of beer was
       involved in making that decision."

I believe it was made the end of a quest in order to not only
make sure new players finished their starter quests which in
turn answers some very basic questions, but also assists when it
comes to more advanced aspects of the game such as building
forges, chem stations, fireplaces etc... In addition it was also
meant as a deterrent for those who might have thought of
claiming an entire town or abnormally large area in order to
secure POIs, since the quests can't be completed until we have
played a certain number of hours in the game. That way this
ensures that after we have played X number of hours (without
access to a LCB) we not only understand game mechanics when it
comes to new players etc... but more importantly understand and
comprehend the rules of the server such as not claiming a town
or POIs or raiding in the north.

       I found this gem

Friday evening I will be launching a new seed so you can take
advantage of the holiday weekend to get started immediately.
Friday, all day, will be Purge Day. This means anything goes.
However, as of now, and with the new seed, land claims will be
indestructible; thereby, this will apply to any blocks protected
       within its radius.
Those found abusing this will be dealt with. I have the
       capability of removing them.
I do this so as to eliminate all the hassle of griefing. If you
secure it, no one can touch it.
This also enables you to fire rockets at people's bases to try
       and draw them out.
I hope this encourages more actual PvP than offline base
raiding. Raiding for loot is outdated and I want people to enjoy
PvP or be encouraged to try it.
Use your imagination and get out there and have fun...it is a
game after all. No risk in dying."

Well, Belinik and Ira both win this even though both took a
different approach. Admittedly I was hoping for more
       involvement!
