No building in Ground Zero City or near it.

With this new seed there is no building in Ground Zero or within
512 meters; just like traders.
This is so I can reset Ground zero city for cars etc.
Additionally,. this way no one can take advantage of the
infinite land claim protection and claim the city stores.

Its legal to claim city stores etc in other cities? I didn't
think was allowed anywhere?

in the last build my merch bugged but I built too close to the
merchant to I didnt bother complaining but it does happen ,
