       Automatic/Vote-triggered Server Restart.

       As of lately, the GroundZero Server have been experiencing
       extreme server-side FPS lag, so im gonna make a suggestion to
       havean automatic server rebooting plugin, or maybe a way for
       players to vote restart the server? Its just a pair of
       suggestions, but it can help fix quite a few issues.

       Just restarted. The server is restarted at least twice a day be
       default but if you are having problems in between all you guys
       have to do is send me PM. If I don't respond after a few minutes
