Scrap Cables in A15

So, scrap cables in A15.... anyone else having trouble finding
them? Three ovens and two fridges later, I haven't found one
yet. I know you can unlock them in Steel making... but there's
got to be an earlier way to get them. Any suggestions ladies
and gents?

u need a work bench and steel smithing to make it other wise
maybe ull find it in cars and creates

Per forum chatter, scrap cables are going away completely, to be
replaced with 'electrical parts'.
