New center city rules

Please see the updated rules concerning the center city; mainly
the changes involve this:
[size=12pt]If you build near the 0 latitude (yellow) line and
are within sight of the city (meaning someone on the road can
see your base) they are allowed to fire at you (if they see you
at it...this means no long range rocket firing for kicks), even
if you are in the PvE area. They are not; however, allowed to
raid that base.
This may deter PvE players from building close to the center
city; I choose to look at it as encouraging long-range rifle
battles where a PvE player has no risk of losing their stuff
because the PvP player cannot go north to loot your base.
However, if you are not in /by your base and are near the city
engaging in PvP then they may loot your pack. Only being
in/nearyour base would prevent this.[/size]

Clarification question on this new rule (I think I know the
answer, but it doesn't hurt to verify):
In such a scenario if we have a base in the North but within
site of 0,0 is the oppose true? That is, can we initiate fire
into 0'0 from our base--knowing of course that someone will be
firing back?

Sure can; what is good for the goose is good for the gander.
As I stated, I hope this will encourage a bit more PvP as PvE
players could set up sniping positions and add a little
excitement for everyone involved.
Now this doesn't mean someone can build right next to the road
on the PvE side to abuse this. If they do then I will tear the
structure down myself.
