Raiding solution.

Maybe each player could have one chest/safe that is completely
invulnerable and could only be requested from Hotrod. This keeps
raiding alive on the server but still provides a player with a
place to store essential items needed to recover from a raid.
I was also thinking a command like /lcb grab could be used to
move the chest as well.
Is this even a possibility?

I "could" make locked chests invulnerable and only unlocked by a
special tool that each *faction* would possess....
It is an interesting concept although I prefer my flags of power
idea. Just alot on my plate atm, the amount of mods I am working
on..you have no idea m,whahahaha

I may have another dumb idea...but what he mentioned above made
me think.
What if we had a Community Bank. Where each player could have 1
chest to store their most important items. Anything not fitting
in that chest would be stored at their house and free to raid.
This would allow enough items to recover from raids or protect
super rare items. BUT, make a player think and have to decide
what is the most important to them.
The community bank would be a 100% safezone of course. Design of
the Bank would have 1 huge room with bunches of small closet
sized rooms with no doors. Each player can claim a closet by
building their own door and locking it to their name and
password.

I like that idea of having a community bank. But it will be a
huge building if every player have their own room. xD

Yes, somewhat large. But not all members would need a bank
deposit. Mostly just South PVP players.

There never has been anything preventing players from binding
together to form larger communities yet invariably people
isolate and want their own privacy.

Community bank sounds good in theory. But I would want to rob
it.
I don't really like the idea of having to travel to store items.
But I guess it could make people hang out closer to the hub.
