Convicted killer Arthur Brown Jr to be executed in March 2023,
judge says--
Arthur Brown Jr. is convicted of killing four people, including
a pregnant woman, at a home in southwest Houston in 1993.

HOUSTON, Texas (KTRK) -- A convicted killer who's been on death
row for nearly 30 years will be executed in 2023, a judge ruled
on Wednesday.
Arthur Brown Jr., appeared virtually in court where a judge
signed for his execution to be on March 9, 2023.
Brown is convicted of the 1993 execution-style killings of four
people, including a pregnant woman, in southwest Houston. The
shooting happened during what police said was a drug purchase.
The victims were identified as Jose Guadalupe Tovar; Jessica
Quinones, Tovar's 19-year-old daughter-in-law who was seven
months pregnant; Frank Farias, and Audrey Brown, a neighbor of
the family.
Two other people were also shot, but they survived.
Despite Brown's execution date being set, family members who
have been showing up for multiple court hearings, waiting for a
judge to set a date, said they wish it were sooner.
"We have to wait until next year. Most of the time, when you're
waiting, they can honestly appeal or put any kind of appeal or
continue like it has for 30 years," Rachel Tovar, whose husband
was killed, said.
Rachel Tovar is one of the survivors who were shot that day.
After the execution date was set, she said this is not over yet.
"This is not something that, 'Yes, that's it.' This is still
something that we have to wait until next year," she said.
Prosecutor Joshua Reiss also said they will fight with the court
of criminal appeals because they feel the judge violated the
Texas constitution in delaying this.
"We had to come here three times to get this done. It should've
been done months ago," Reiss said. "It definitely took far too
long to get this done."

Man who killed 4 during Houston drug robbery faces execution--

HOUSTON (AP) — A Texas inmate faces execution on Thursday for
the drug-related killings of four people more than 30 years ago.
Arthur Brown Jr. was condemned for the June 1992 deaths in a
Houston home during a drug robbery. Authorities said Brown was
part of a ring that shuttled drugs from Texas to Alabama and had
bought drugs from Jose Tovar and his wife Rachel.
Killed during the drug robbery were 32-year-old Jose Tovar; his
wife’s 17-year-old son, Frank Farias; 19-year-old Jessica
Quiñones, the pregnant girlfriend of another son of Rachel
Tovar; and 21-year-old neighbor Audrey Brown. All four had been
tied up and shot in the head. Rachel Tovar and another person
were also shot but survived.
“I don’t see how anybody could have just killed a pregnant woman
and then made her suffer so much. It’s just beyond words,” said
Maricella Quiñones, Jessica Quiñones’ older sister. Jessica
Quiñones had been 9-months pregnant and had named her unborn
daughter Alyssa.
One of Brown’s accomplices in the shootings, Marion Dudley, was
executed in 2006. A third partner was sentenced to life in
prison.
Brown, 52, who is from Tuscaloosa, Alabama, has long maintained
another person committed the killings. Brown’s execution is the
second of two in Texas this week.

Thursday, March 9th, 2023
HUNTSVILLE, Texas — Texas has executed an inmate convicted of
the drug-related killings of four people more than 30 years ago,
including a woman who was nine months pregnant.
Arthur Brown Jr., 52, insisted he was innocent before receiving
a lethal injection Thursday evening at the state penitentiary in
Huntsville. He was condemned for the June 1992 slayings, which
took place in a Houston home during a drug robbery.
As the lethal dose of the sedative pentobarbital took effect, he
took two deep breaths, gasped and then began snoring. After six
snores all movement stopped. He was pronounced dead 17 minutes
later, at 6:37 p.m.
Harris County District Attorney Kim Ogg, who was among the
execution witnesses, disputed Brown’s claims of innocence.
