killing woman in 1990--
Donald Dillbeck is scheduled to die Feb. 23 by lethal injection.
It will be Florida’s first execution since Gary Ray Bowles was
put to death in 2019.

TALLAHASSEE — Republican Gov. Ron DeSantis signed a death
warrant Monday for a man who was convicted of fatally stabbing a
woman after escaping from custody while serving a life sentence
for killing a deputy.
Donald David Dillbeck, 59, is scheduled to die Feb. 23 by lethal
injection for the 1990 murder of Faye Vann in Tallahassee. He
had escaped from custody two days earlier while serving a life
sentence for the death of Lee County Deputy Sheriff Dwight Lynn
Hall in 1979.
It will be Florida’s first execution since Gary Ray Bowles was
put to death in June 2019 and the longest the state has gone
without carrying out an execution since 1983.
Dillbeck escaped while participating in an off-site vocational
program in Quincy, according to the governor’s office. He bought
a knife while walking to Tallahassee in the next county over,
then stabbed Vann in a shopping mall parking lot and took her
car, according to court records. He crashed nearby before being
caught. Vann was waiting in the car alone while her family
shopped.
He had served 11 years of a life sentence after being convicted
of killing Hall. According to court records, Hall had approached
Dillbeck in a Fort Myers beach parking lot and Dillbeck ran
away. When Hall caught up to him, Dillbeck grabbed Hall’s gun
and shot him twice. Dillbeck confessed to the murder, according
to the governor’s office.
DeSantis, who was sworn in for a second term this month, last
signed a death warrant in September 2019 for the execution of
James Dailey, who was convicted of the 1985 murder of
14-year-old Shelly Boggio. But the execution was delayed by the
courts and never rescheduled.
In Florida, where 301 people are currently on death row, an
execution date is set by the governor, who signs a death
warrant. By comparison, in Texas — the nation’s most active
death penalty state — a court determines execution dates.
DeSantis has criticized a Broward County jury’s decision not to
sentence Nikolas Cruz to death for fatally shooting 17 students
and faculty at a Parkland high school, but otherwise has been
quiet when it comes to capital punishment after two executions
during his first year in office.
By comparison, his immediate predecessor, current U.S.
Republican Sen. Rick Scott, oversaw 28 executions. Since the
U.S. Supreme Court reinstated the death penalty in 1976, Florida
has been one of the most active states in carrying out
executions.
Democratic Gov. Bob Graham oversaw 16 executions between 1979
and 1987. Republican Gov. Bob Martinez oversaw nine in his one
term in office, Democratic Gov. Lawton Chiles oversaw 18, and 21
prisoners were executed under Republican Gov. Jeb Bush.
“The signing of the death warrants and the death penalty
execution was one of the most difficult parts of the job,” Bush
said in an email to The Associated Press during DeSantis’ first
term in office. “It was draining in every way. I never felt
comfortable doing it but I was duty bound to do so.”

Florida Supreme Court denies Dillbeck’s request to stay
execution--

TALLAHASSEE, Fla. (WCTV) - The Florida Supreme Court has denied
convicted killer Donald Dillbeck’s request for a stay of
execution and rejected all of his last-minute appeals.
Thursday’s ruling clears the way for Dillbeck to be executed one
week from today on February 23rd.
Dillbeck is on death row for the 1990 murder of Faye Vann. She
was stabbed to death outside the Tallahassee Mall as Dillbeck
tried to steal her car. He was already serving a life sentence
for the murder of a Lee County deputy and had escaped from a
prison work detail days earlier.
The Florida Supreme Court issued a 28-page opinion. A note in
the court docket summarizes its findings in four sentences “...
we affirm the circuit court’s summary denial of Dillbeck’s
fourth successive postconviction motion. We also deny Dillbeck’s
habeas petition and his pending motions for stay of execution
and oral argument. No rehearing will be entertained by this
Court, and the mandate shall issue immediately. It is so
ordered.”

Donald Dillbeck execution: Killer who slashed woman's throat in
jail escape put to death--
Thursday, February 23rd, 2023
A killer of a policeman who slit the throat of a woman as he
escaped from prison has been executed by lethal injection in
Florida.
Faye Vann was parked at a shopping center waiting for her family
when Donald Dillbeck, serving a life sentence for killing a
deputy, approached her with a knife and demanded a ride in 1990.
Vann, 44, honked her horn and tried to drive off but she was
stabbed more than 20 times with a paring knife and had her
throat slit, two miles from the state Capitol in Tallahassee,
court records show.
Dillbeck's execution is Florida's first in nearly four years and
the third under Republican Gov Ron DeSantis. By comparison, his
immediate predecessor, current U.S. Republican Sen Rick Scott,
oversaw 28 executions.
The death row inmate went about his normal routine Thursday
morning before meeting with a spiritual advisor. He ate his last
meal, which was fried shrimp, onion rings, mushrooms, butter
pecan ice cream, pecan pie and a chocolate bar. None of his
relatives came to visit him.
Despite a prior escape attempt and an assault on another
prisoner while serving a life sentence for the deputy's murder
11 years earlier, Dillbeck had been placed in a minimum security
facility. He then walked away from a work release assignment
catering a meal for a seniors event, bought the knife and walked
to Tallahassee, according to court records.
At the time, a furious Republican Gov Bob Martinez fired three
corrections officials and sought to implement rules to make sure
prisoners with life sentences would be held in more secure
settings.
Dillbeck was 15 when he stabbed a man in Indiana while trying to
steal a CB radio. He fled to Florida, where Lee County Deputy
Dwight Lynn Hall found him in a Fort Myers beach parking lot.
While Hall was searching him, Dillbeck hit the deputy in the
groin and ran. Hall tackled him and as the two wrestled,
Dillbeck took Hall's gun and shot him twice.
Dillbeck, now 59, would have had the possibility of parole after
serving 25 years years of his sentence for the deputy's murder.
During the carjacking, Dillbeck told Vann to drive because he
had forgotten how, according to court documents. He crashed the
car shortly after taking it and was captured after running from
the scene.
A jury recommended 8-4 that he be executed. The state Supreme
Court earlier this month denied appeals claiming that he
shouldn't be put to death because he suffers from fetal alcohol
syndrome and it's cruel and unusual to keep him on death row for
more than 30 years before his death warrant was signed. The U.S.
Supreme Court denied his appeals Wednesday afternoon.
DeSantis, who was reelected last November and who is considered
a potential 2024 presidential candidate, was quiet on the death
penalty during his first term. His office refused to answer
repeated phone calls and emails about the lack of warrants
signed since 2019.
But DeSantis criticized a Broward County jury's failure to
sentence Nikolas Cruz to death for fatally shooting 17 students
and faculty at Parkland high school, and has since said he wants
to change a 2017 state law that requires a unanimous jury
recommendation to impose the death penalty so that one or two
jurors can't affect the sentence.
Since the U.S. Supreme Court reinstated the death penalty in
1976, Florida has been one of the most active states in carrying
out executions.
