TALLAHASSEE, Fla. (FOX 13) - Florida Gov. Ron DeSantis has
signed the death warrant for murderer Gary Ray Bowles. The
governor’s office said Bowles’ execution is scheduled for Aug.
22, 2019, at 6 p.m.
Bowles was sentenced to death for the 1994 murder of Walter
Hinton, but he also confessed to killing five other men in
Florida, Georgia, and Maryland.
Investigators said Bowles killed the men because they were gay.
In November 1994, Bowles helped Hinton move from Georgia to his
mobile home in Jacksonville. In exchange, Hinton let Bowles live
with him.
One night, while Hinton slept, Bowles dropped a concrete block
on his head, causing a fracture from Hinton’s right cheek to his
jaw. Hinton woke up, but Bowles then strangled him to death.
After Bowles’s arrest, police say he confessed to killing
Hinton, as well as the other men. Bowles reportedly confessed to
beating and strangling another roommate, John Hardy Roberts, in
Daytona Beach; strangling David Jarman and then stealing his car
in Wheaton Maryland; strangling 72-year-old Milton Bradley and
dumping his body on a golf course near his home in Savannah,
Georgia; and strangling and shooting Albert Morris in Hillard
Florida.
Bowles eventually pled guilty to three homicides and he received
a death sentence for murdering Hinton.

TALLAHASSEE, Fla. - The Florida Supreme Court on Tuesday
rejected appeals by Death Row inmate Gary Ray Bowles, who is
scheduled to be executed next week for the 1994 murder of a
Jacksonville man who was hit in the head with a concrete block
and strangled.
Justices unanimously denied a request by Bowles’ attorneys for a
stay of the Aug. 22 execution. The attorneys argued in a brief
last month that the Supreme Court should order a hearing about
whether Bowles is intellectually disabled and, as a result,
should be shielded from execution.
But the Supreme Court said Bowles had failed to make a “timely”
intellectual disability claim because he did not raise the issue
until 2017.
“Bowles waited until October 19, 2017 to raise an intellectual
disability claim for the first time,” the court’s 10-page main
opinion said. “Therefore, the record conclusively shows that
Bowles’ intellectual disability claim is untimely under our
precedent.”
Gov. Ron DeSantis signed a death warrant in June for Bowles, who
would be the second inmate executed since the Republican
governor took office in January. Tampa-area serial killer Bobby
Joe Long was put to death by lethal injection on May 23 at
Florida State Prison.
Bowles, now 57, was sentenced to death in the November 1994
murder of Walter Hinton, who was found dead in his Jacksonville
mobile home. Bowles also is serving life sentences for the 1994
murders of John Roberts in Volusia County and Albert Morris in
Nassau County. In addition, Bowles confessed to murdering men in
Georgia and Maryland, with evidence suggesting he targeted gay
men, according to information released in June by the governor’s
office.
Tuesday’s Supreme Court opinion gave a brief description of the
grisly murder of Hinton.
“Bowles confessed and pleaded guilty to the 1994 murder of
Walter Hinton, who had allowed Bowles to move into his home in
exchange for Bowles’ help in moving personal items.
Specifically, Bowles dropped a concrete block on Hinton’s head
while Hinton was sleeping, then manually strangled a conscious
Hinton, and subsequently ‘stuffed toilet paper into Hinton’s
throat and placed a rag into his mouth,’ ” the opinion said,
partially quoting an earlier court ruling.
In addition to raising the intellectual-disability issue,
Bowles’ attorneys also contended that Florida’s death penalty
violates the constitutional ban on cruel and unusual punishment.
In a document filed last month, they wrote that “capital
punishment as administered in Florida, and as applied in this
case, is contrary to the evolving standards of decency that mark
the progress of a maturing society.”
But the justices turned down the argument, writing that “because
the United States Supreme Court has made clear that capital
punishment does not constitute cruel and unusual punishment
under the Eighth Amendment of the federal constitution, we
cannot invalidate Bowles’ death sentence as cruel and unusual.”

TALLAHASSEE, Fla. - The second execution ordered by Gov. Ron
DeSantis will keep First Lady Casey DeSantis from a campaign
rally for President Donald Trump, according to the governor’s
office.
On Monday, Trump’s re-election team sent out an advisory that
Florida's First Lady would be joining former Florida Attorney
General Pam Bondi and presidential counselor Kellyanne Conway as
the featured speakers at a Women For Trump campaign rally
scheduled Thursday in Tampa. But the governor’s office noted
later Monday that Casey DeSantis will not be able to attend the
rally, as the event is being held shortly after the scheduled 6
p.m. execution of Death Row inmate Gary Ray Bowles.
“The day of an execution is somber, including out of respect for
the victims and for that reason First Lady Casey DeSantis will
not attend any public events,” Helen Ferre, a spokeswoman for
the governor, said in an email Monday, after the campaign
announcement had been posted.
Bowles, 57, is to be executed for the 1994 murder of a
Jacksonville man who was hit in the head with a concrete block
and strangled during a robbery.
Bowles, also serving life sentences for the murders of men in
Volusia and Nassau counties, has confessed to murdering men in
Georgia and Maryland and that evidence suggested he targeted gay
men.
Gov. DeSantis signed the warrant for Bowles death on June 11,
nineteen days after serial killer Bobby Joe Long was put to
death at Florida State Prison.
Thursday's campaign event at the Tampa Convention Center, hosted
by the Donald J. Trump for President, Inc. political committee,
is being billed as “An Evening to Empower,” marking the 99th
anniversary of women receiving the right to vote through the
ratification of the 19th Amendment.
The event is also part of a series of "Trump Victory Leadership
Initiatives" the same day, focused on registering voters ahead
of the 2020 elections.

TALLAHASSEE — Milton Bradley was a 72-year-old World War II Navy
veteran living in Savannah, Georgia, in May 1994 when he met
Gary Ray Bowles, a serial killer who had already taken the lives
of two men and was looking for his next victim.
Bradley had suffered a severe head injury when his ship sank in
the Pacific Ocean, and later had a partial lobotomy. He was well
known around Savannah as a kind, gentle soul who gave whatever
he could to those in need. It was a shock when his bludgeoned
body was found behind a golf course shed, leaves and dirt
stuffed down his throat.
Bowles confessed to the killing but was never tried or convicted
for it. He was, however, convicted of murder for the November
1994 slaying of Walter Hinton in Jacksonville Beach.
Now 57, Bowles is scheduled to be put to death for that killing
on Thursday at Florida State Prison.
"It's been a long time coming, hasn't it?" said Milton Bradley's
nephew Mark Bradley. "People knew Milton. It's amazing the
outpouring that I still hear to this day when people say, 'Oh!
So sorry to hear that your uncle got murdered.' ... They'll say
how kind of a person he was, and it was a shame that it
happened."
Bowles began his killing rampage in March 1994 and ended it
eight months later with the murder of Hinton, his sixth and last
known victim, prosecutors said.
The killings were sensationalized in part because Bowles
targeted older, gay men. He has maintained he is straight but
has acknowledged that he let gay men perform sex acts on him for
money. Prosecutors said it was how the self-described hustler
survived.
They said he often used his targets for money or a place to
stay, but eventually snapped and killed them.
Bradley didn't quite fit the mold of Bowles' usual targets. Yes,
the two met at Faces Tavern, a now-closed gay bar in Savannah's
historic district, but Bradley liked to pop into a lot of bars
in a city that has many, said John Best, a former Savannah
police detective who investigated Bowles' death.
Best believes Faces was just another stop for Bradley, who
stopped driving after his head injury but enjoyed walking
through the historic squares and parks around the city.
"I used to sit next to him at a bar. He used to like to go in
for the happy hours," Best said. "He liked to go have a beer at
different locations."
Best described Bradley as naive and perhaps asexual, but was he
looking to pick up men?
"Hell no!" Best said.
Instead, he thinks Bradley's friendly, trusting nature and his
naivete led to his interaction with Bowles.
"I think Bowles thought Milton Bradley was an easy target and
maybe thought he was gay," Best said.
Mark Bradley also believes his uncle's kindness may have opened
him up to being a victim.
"He would talk to anyone," Bradley said.
That it has taken 25 years to carry out Bowles’ death sentence
has been frustrating for the family.
“They just need to do what they need to do,” Bradley said.
“Maybe the world will be a better place, I don’t know. It won’t
be any worse, right?”

STARKE, Fla. - A serial killer who preyed on older gay men
during a rampage 25 years ago around the U.S. East Coast has
been put to death.
The office of Gov. Ron DeSantis says 57-year-old Gary Ray Bowles
was pronounced dead at 10:58 p.m. Thursday after receiving a
lethal injection at Florida State Prison in Starke.
Just after 3 p.m., prison officials said Bowles was in good
spirits and had a last meal of three cheeseburgers, French fries
and bacon. No family members or spiritual advisor visited Bowles
on Thursday.
Bowles' execution was the 99th in Florida since the state
resumed capital punishment a little more than 40 years ago. As
of Thursday afternoon, there are 339 men and three women on
death row in Florida.
