Florida Gov. Ron DeSantis has signed the death warrant for
convicted serial killer Robert Joseph Long.
Known more commonly as Bobby Joe, Long admitted to authorities
he had killed 10 women in Hillsborough and Pasco counties.
In May 1984, Michelle Simms' body was found by Hillsborough
County deputies. Investigators said Long had driven Simms to a
remote location, tied her to the car seat, sexually battered her
and tried to strangle her. He ended up cutting her throat and
leaving her on the side of the road.
Ten homicides occurred in the Tampa Bay area over about 8
months, all attributed to Long. The victims ranged from 18 to 28
years of age. Investigators said most of the victims were
strangled and one was shot.

Detectives' hunt for the killer ended when Long abducted
17-year-old Lisa McVey in November 1984. McVey said she
convinced Long to let her go and provided information to
investigators that led to Long's arrest.
McVey's experience led her to become a Hillsborough County
sheriff's deputy.
Long, now 65, also claimed to have raped 40 women in three
different states. He eventually pleaded guilty to eight murders
and was sentenced to death for Simms' murder.
This is the first death sentence DeSantis has authorized since
taking office.
An execution date is set for Thursday, May 23, 2019.

Florida Supreme Court rejects stay of execution--

TALLAHASSEE, Fla. - The Florida Supreme Court on Friday rejected
a stay of execution and turned down a series of legal arguments
made on behalf of condemned killer Bobby Joe Long.
Gov. Ron DeSantis last month signed a death warrant for Long and
scheduled the execution for May 23.
Long was sentenced to death in the May 1984 murder of Michelle
Simms after picking her up on Kennedy Boulevard in Tampa.
In 1985. Long, now 65, also pleaded guilty to seven additional
first-degree murder charges and numerous charges for sexual
batteries and kidnappings in the Tampa Bay region.
Long’s attorney this week requested a stay of execution and
filed what is known as a petition for writ of habeas corpus that
raised a series of legal arguments in support of Long.
Justices, however, issued two orders unanimously rejecting the
request for a stay of execution and the issues raised in the
petition.

TAMPA — A Tampa judge has denied an effort to stop the scheduled
May 23 execution of Bobby Joe Long, a Tampa Bay area killer who
murdered eight women in the 1980's.
Hillsborough Circuit Judge Michelle Sisco issued an order Monday
afternoon rejecting arguments from Long’s defense, including the
contention that Florida’s lethal injection drugs might cause
Long to have a seizure during the execution.
Long’s case now heads to the Florida Supreme Court. His defense
must file initial arguments by Thursday and the state must
respond by Monday. The defense can then respond to the state’s
arguments by May 14, after which the court will decide whether
oral arguments are necessary.
If the state high court denies Long’s claims, he can still make
a final appeal in the federal system, with the last stop the
U.S. Supreme Court.
The state’s lethal injection procedure was the focus of a
daylong hearing Friday in a Tampa courtroom. Doctors testified
about the effects of etomidate, a sedative that is the first of
three drugs the state uses to kill the condemned.
Florida is the only state that uses etomidate in its lethal
injection protocol. The state adopted the sedative in January
2017. Since then, five men have been executed. One of them, Eric
Branch, screamed and thrashed on the death gurney as the lethal
drugs entered his body. Opinions differed, though, about whether
his final acts were a response to pain or simple theatrics.
The state’s previous execution procedure called for midazolam, a
drug that has become difficult for states to acquire because
pharmaceutical companies object to its use in executions.
Gov. Ron DeSantis signed Long’s death warrant last month in the
murder of Michelle Denise Simms.
The 22-year-old former beauty contestant, who worked as a
prostitute, was abducted, raped and murdered in May 1984.
Amid the debate over whether the drugs would cause needless
suffering, prosecutors suggested that whatever happens to Long
would be justified.
“He’s not entitled to a pain-free death,” said Assistant
Attorney General Christina Pacheco. “Michelle Simms certainly
didn’t have one in this case.”
In order to challenge the drug’s use, the law required the
defense to argue that an alternative, less painful execution
method was readily available. Long’s attorney, Robert Norgard,
begrudgingly suggested the drugs pentobarbital or fentanyl might
be available to the Department of Corrections.
“I think it is absolutely absurd that I have to stand up here
and tell the courts what I think a better way would be to kill
my client,” Norgard said at the end of Friday’s hearing. “But
we’re playing with the cards we’re dealt.”
If Long’s execution proceeds, it will be the first under
DeSantis, who took office in January. His predecessor, Rick
Scott, ordered 28 executions, the most of any Florida governor.

The clock is ticking for serial killer Robert “Bobby” Joe Long.
Florida Governor Ron DeSantis has signed the Tampa terror’s
death warrant for May 23, 2019, at 6 p.m.
After Long was arrested in 1984 he confessed to killing at least
10 women in the Tampa Bay area. For good measure, he tossed in
40 rapes in three different states.
The result was a 1985 ticket to death row.
Long, 65, was fired from his x-ray technician job in 1984 and
that appeared to kick off his eight-month killing spree.
They were young, late teens to 28, and short. His favourite
hunting ground was Nebraska Ave. in Tampa where he would kidnap
the women, then murder them and dump their bodies in rural
orange groves.
And when the state executioner throws the switch in the death
house at Starke, Long will have an audience for his swan song.
Vicky Elliott was just 21 when she was murdered by Long.
For decades, her family has been desperate to see Long get the
big adios once and for all. Her brother, Jeff Sienko, went to
the state capital to pressure lawmakers last year to execute
Long.
He will be there on May 23.
“We’re all going to go,” Sienko told Fox News. “You did this to
our family, behind closed doors, now we’re going to see it done
to you in the public eye.”

Justices reject appeal as execution looms--

TALLAHASSEE, Fla. - With the scheduled execution of serial
killer Bobby Joe Long less than a week away, the Florida Supreme
Court on Friday rejected a challenge to his death sentence.
Justices unanimously turned down a series of arguments filed by
Long’s attorney, including that Long should be resentenced
because scientific advances have increased knowledge about brain
injuries and brain damage.
Those issues related to arguments that Long has a brain injury
and a type of epilepsy.
“None of the scientific advances at issue establishes that
traumatic brain injury or temporal lobe epilepsy is the sole
cause of offenses such as those that Long committed against the
victim in this case; nor do they negate the sentencing court’s
finding that the evidence is inconsistent with Long’s claim that
he could not control his behavior,” the Supreme Court opinion
said. “In light of the evidence that would be available in any
resentencing proceeding, including evidence establishing some of
the weightiest aggravators in Florida’s capital sentencing
scheme, the alleged newly discovered evidence is not of such a
nature that it would probably yield a less severe sentence in a
new penalty phase.”
Gov. Ron DeSantis in April signed a death warrant for Long and
scheduled the execution for next Thursday.

Serial killer who once terrorized Florida set for execution--

TALLAHASSEE, Fla. – Cindy Brown remembers when she decided to
divorce Bobby Joe Long, the serial killer facing execution as a
result of a murderous spree that claimed 10 women's lives and
terrorized Florida's Tampa Bay area in 1984.
The man who was her childhood sweetheart and the father of their
two children is set to receive a lethal injection Thursday at
Florida State Prison in Starke. Brown said she believes Long,
now 65, is getting what he deserves.
"This is something that in my heart should have happened many,
many years ago," Brown said. "It's been a long time coming. I
hate to see anybody die, but he's done the things that he's
done. You made your bed; it's time to lay in it."
Brown, who divorced Long in 1980, still vividly recalls an
increasingly violent man. One day, he grabbed her, choked her
and slammed her head into a television, knocking her unconscious
with a gash to the forehead.
"When I came to, I was on the couch. Of course, he was there,
crying. 'I'll never do it again. I'm so sorry.' Then the next
words were, 'When you drive yourself to get your stitches, if
you tell them what really happened, I'll kill you when you get
home," Brown recalled Wednesday.
After the divorce, Long went on a violent rage against women
that also included dozens of rapes. The spree earned him 28 life
sentences and the death penalty for one of the killings, that of
22-year-old Michelle Simms. The execution would be the first
under Gov. Ron DeSantis, who took office in January.
After the beating that sent Brown to the hospital, she said, she
loaded a shotgun, pointed it at Long and planned to kill him.
But she didn't go through with it. She said not pulling the
trigger has haunted her since, knowing the lives he later
destroyed.
"I have forgiven the man for what he did to me — the name
calling, the physical violence, everything else ... I don't
think I will I ever forgive him for what this has caused my
children, nor will I ever forgive him for what he did to those
girls, whether they be the murder victims or the rape victims,"
she told The Associated Press.
Artiss Ann Wick was the first woman killed, in March 1984. Nine
more victims followed until his arrest eight months later.
Most were strangled, some had their throats slit, and others
were bludgeoned. He positioned most victims in a gruesome way.
One rape victim who survived, a 17-year-old snatched off her
bicycle while riding home from work at a doughnut shop, helped
lead police to Long. Though blindfolded during the ordeal, she
recalled the car and details about Long.
After his arrest, Long confessed to that and other crimes and
admitted to being "The Classified Ad Rapist," the moniker
investigators gave while trying to solve dozens of rapes. Long
would go through classified ads and make appointments to see
items for sale. If a woman answered the door and was alone, he'd
rape her.
Brown was living in the Miami area while Long was killing women.
Though she still feared him, they spoke regularly because he had
visitation rights to their children. She would turn on the TV
news every morning while getting ready for work. One morning she
was on the phone with Long when news reported another one of his
victims was found.
"I said, 'Bob, you always tell me to be careful, but what's
going on out there in Tampa?'" Brown said. "And he said, 'That's
why I tell you, because you never know.'"
It wasn't long before she received another phone call from Long.
She could tell by his voice there was something wrong.
"You know the girls in Tampa?" Brown recalled Long saying.
Her first thought was that Long's then-girlfriend, named
Barbara, was one of the serial killer's victims.
"Oh my God! They killed Barbara!,'" Brown recalled saying.
"He said, "No, I killed the girls." And I told him, "Bob, that's
not funny. Don't joke like that. It just isn't funny." And he
said, "I'm not joking,'" Brown said. A Hillsborough County
sheriff's sergeant than took the phone from Long and confirmed
that yes, he had been charged.
Said Brown, "That was when my whole world turned upside down."
While she agrees Long should be executed, she knows it is
opening up wounds for her son and daughter and the families of
those killed.
"Every one of the victims and the victim's families are in my
prayers. I know it's a tough emotional roller coaster for them,
and I am so, so sorry," she said, choking up with tears. "I
understand it's not my fault, but tell my heart that. Make my
heart believe that."

Appeals court refuses to block execution--

TALLAHASSEE, Fla. - With serial killer Bobby Joe Long scheduled
to be put to death by lethal injection Thursday, a federal
appeals court has refused his request for a stay of execution.
A three-judge panel of the 11th U.S. Circuit Court of Appeals on
Wednesday rejected last-minute arguments raised on behalf of
Long, who is slated to die for the 1984 murder of Michelle Simms
in Hillsborough County.
The arguments, in part, challenged the state’s lethal-injection
process, which involves the use of three drugs.
“The first of Long’s method of execution claims is that
Florida’s use of a three-drug protocol instead of a one-drug
protocol violates the Eighth Amendment,” appeals-court Chief
Judge Ed Carnes wrote, referring to the constitutional ban on
cruel and unusual punishment. “But Florida has used a three-drug
protocol since January 14, 2000, when it added lethal injection
as a new method of execution. Long has had 19 years to challenge
the use of a three-drug protocol. Nineteen years is too long to
wait.”
Gov. Ron DeSantis last month signed a death warrant for Long to
be executed at 6 p.m. Thursday at Florida State Prison.
The execution would be the first since DeSantis took office in
January.
While Long, 65, faces the death penalty for Simms’ murder, he
also pleaded guilty in 1985 to seven additional first-degree
murder charges and numerous charges for sexual batteries and
kidnappings in the Tampa Bay region.
The ruling Wednesday by the Atlanta-based appeals court came
after the Florida Supreme Court also turned down arguments
designed to prevent the execution.
The appeals court ruling said Long also has filed two petitions
this week at the U.S. Supreme Court.

The U.S. Supreme Court has cleared the way for the execution of
a serial killer who killed 10 women in Florida.
The justices denied the final appeals of 65-year-old Bobby Joe
Long, who was set to receive a lethal injection at Florida State
Prison. The planned 6 p.m. execution was delayed slightly while
the justices considered the case.

STARKE, Fla. – A serial killer who terrorized Florida with a
1984 spree that claimed the lives of 10 women was executed
Thursday.
Inmate Bobby Joe Long was pronounced dead at 6:55 Thursday after
a lethal injection at Florida State Prison, authorities said.
The killer terrified the Tampa Bay area for eight months in 1984
as women began showing up dead, their bodies often left in
gruesome positions. Most of the victims were strangled. Some had
their throats slit. Others were bludgeoned.
Law enforcement had few clues until the case of Lisa Noland.
Then 17, Noland was abducted by Long outside a church that year.
He raped her but ultimately let her go free. She left evidence
of his crimes on the scene and gave police details that lead to
his capture.
Long confessed to the crimes, receiving 28 life sentences and
one death sentence for the murder of 22-year-old Michelle Simms.
Noland became the victim Long let go. The day before her
abduction, she'd written a suicide note, planning to end her
life after years of sexual abuse by her grandmother's boyfriend.
But she ended up using heroic use of that history.
"At the time he put the gun to my head, it was nothing new to
me," she told The Associated Press.
She said she knew from her past abuse that if she fought Long,
it would further enrage him.
"I had to study this guy," she said. "I had to learn who he was,
what made him tick. If I did the wrong move, could it end my
life? So literally, the night before I wrote a suicide note out,
and now I was in a position where I had to save my life."
Investigators were baffled by the trail of bodies Long left in
the Tampa Bay area. Artiss Ann Wick was the first woman killed,
in March 1984.
Nine victims followed.
Law enforcement had few clues until Noland told her story.
Noland said Wednesday that she planned to sit in the front row
in the room where witnesses watched executions. She said she
wanted to hear Long's final words, though she wouldn't be able
to address him.
But if she could, it would be this, she said: "I would say
'Thank you for choosing me and not another 17-year-old girl.'"
"Another 17-year-old girl probably wouldn't have been able to
handle it the way that I have," she said.
Long moved from West Virginia to the Miami area as a child and
was raised by his mother, a cocktail waitress. After high
school, he married his childhood sweetheart, but the
relationship became violent. The ex-wife, Cindy Brown , told AP
she recalls fearing for her life as the attacks grew worse,
including a day he choked her and knocked her unconscious.
Investigators gave the serial killer the moniker "The Classified
Ad Rapist" while trying to solve dozens of rapes. Long would go
through classified ads and make appointments to see items for
sale. If a woman answered the door and was alone, he'd **** her.
In the AP interview Wednesday, Noland described her attack in
excruciating detail: the church where Long abducted her, the gun
he pressed against her head, the bright light she could see on
the car's dashboard beneath the edge of her blindfold. It said
Magnum, as in Dodge Magnum.
She was menstruating, and she made sure she left blood evidence
on the backseat of his car. She could tell the direction they
were driving and when they were on Interstate 275 north of
Tampa. When she was brought to the killer's apartment, she
counted the steps up to the second floor. When he let her use
the bathroom, she made sure she left fingerprints everywhere.
She knew she couldn't make him angry. She appealed to a glimmer
of kindness he showed while he washed her hair after raping her
repeatedly. She asked what made him do what he did. He said he
had suffered a bad breakup and hated women. She told him he
seemed nice and that maybe she could be his girlfriend. She
wouldn't tell anyone.
Long later got Noland dressed. He let her loose and told her not
to take the blindfold off for five minutes. She got out of the
car and tripped on the curb. Long caught her before she fell.
She waited for what seemed like an eternity and pulled off the
blindfold. She was in front of a tree in another churchyard.
Today, she claims that tree as hers, and included it in the
design of a T-shirt she made to mark Long's execution.
And she's joined the ranks of the law enforcement officers who
captured Long. She's a deputy with the Hillsborough County
Sheriff's Office, the same department she helped lead to Long's
arrest.
