       Human Volunteer Force (HVF) is a group based in Roarton. It is
       created by Bill Macy during The Rising to protect the people of
       Roarton from rotters.
       The HVF were later disbanded at some point within the nine
       months after the events of Series 1, the Roarton Protection
       Service was later introduced as essentially the same as the HVF.
