[size=12pt]I've used PSP9 for this tutorial, however you should
be able to create this tag in all versions.
I am assuming you have some knowledge of how PSP works,
       including applying masks.
       Supplies needed:
A tube and close up of choice. I'm using one by Amy Matthews
  HTML http://cartoonpink.com
       which is available from CDO
  HTML http://www.cdoestore.com
       .
Please do not use the same tube without the appropriate license.
Font of choice. I've used Windsong.
Mask of choice. I've used SpawnsFSMask46 created by Spawn
  HTML http://spawnsfsmasks.blogspot.co.uk/
       Plugins:
Greg's Factory Output Vol. II - Pool Shadow
       DSB Flux - Blast
       1. Open a new transparent image 600 x 250 pixels
       2. Select your Preset Shapes tool. Set the background to null
and the foreground to a colour from your tube.
Draw a rectangle, using the following settings:
  HTML http://images15.fotki.com/v587/photos/5/1294515/11524905/BlastedPoolRectangle-vi.jpg
See my example for placement. Once happy, convert it to a
       raster layer.
       3. Using your Magic Wand, click inside your rectangle.
       Selections - Modify - Expand by 2.
Highlight your bottom layer (it should be transparent still) and
flood fill the selection with another colour from your tube.
       Do not deselect.
       4. Apply Greg's Factory Output Vol. II - Pool Shadow with the
       following settings:
  HTML http://images60.fotki.com/v662/photos/5/1294515/8684281/BlastedPoolPoolShadow-vi.jpg
       Do not deselect.
       5. Paste your tube as a new layer below your frame, but above
your Pool Shadow layer. Move into position.
Selections - Invert. Press delete on your keyboard. Selections
       - Select None.
Change your tube layer blend mode to Overlay (or one that suits
       your tube).
       6. Merge visible. Duplicate this layer.
On the original layer, apply DSB Flux - Blast with the following
       settings:
  HTML http://images61.fotki.com/v666/photos/5/1294515/8684281/BlastedPoolBlast-vi.jpg
Apply this a second time, changing the direction to Downwards.
       7. Paste your close up as a new layer. Move it to the top of
       your layer palette.
Crop your tag to 600 x 250 pixels.
       8. Make sure you are on your tube layer. Apply your mask to
this layer, ensuring you have it set to 'Fit to layer'.
       Merge group.
       9. Add your name, copyright and license number (if necessary).
Export your tag as a PNG.
       And you’re done :)
Here's another example also using the artwork of Amy Matthews.
