I know I'm a bit late but heres an idea:
If we have observer states, we should put there vote as a
secondary vote from a member called The Observer States, who
gets the amount of votes equal to the amount of observer states.
when at least 51% of the observers agree on one discussions ALL
the votes are given there. But to make it fair: ever time
whatever number of observers states you choose agree on a
different agreement that vote is put under nobodies name:
example:
Lets say there are twelve observer states.
5 of them vote yes, the other 7 vote no to whatever thing.
because "no" has a majority, all 12 votes are no.
but 5 said yes, so that 5 minority gets 1 vote for yes (the
number i chose was 3)

Or we could just have observers not vote on IC matters and only
be able to vote on OOC mattes, eliminating that need, and
actually not cluttering up the forums with groups of observers
going "yes, yes yes yes no". Especially when they usually won't
be observers for longer than a day.

let me try once again to explain the observer status for every
one's benefit, I think Caos gets it though. The Government is
going to be making rules for the forum and Role Play rules also.
However, because all the nations here might not want to belong
"in character", in other words for role play purposes, to our
little UN/EU group we created the observer status. So suppose
the Assembly of Nations makes a rule limiting Ballistic
Missiles. The Observers aren't a part of the Assembly for RP
purposes so they don't get a vote, but they don't have to follow
the rule either. However, if the Assembly brings to vote a rule
that people must make at least one post every so often to keep
their membership. Well, this is real life stuff and every one
gets to vote on it.
