       Understanding that nations in the States can and will eventually
       overpower other nations with their land,
       Recognizing that there will always be a want, and perhaps a need
       to expand beyond the original confinements of the land claim,
       Realizing that it would be unfair for smaller states who were
       effectively cheated out of expansion by claiming a small amount
       of land,
       Congress Hereby Mandates the fair regulation of sovereign
       expansion under the flag of the IUS, and the fair regulation of
       wartime land gain under the same flag.
       Each state will be allowed an initial land claim no bigger than
       500,000 square feet.
       States that choose to expand will be allowed a 100% expansion
       rate one time only based off of the size of Pennsylvania. In
       other words, states with a small area can expand to 2 times the
       size of 500,000 square feet. States wanting to expand beyond
       this must ask congress for approval to expand. Expansion size
       cap will be judged on a case to case basis.
       During war, if one size wins, the winner can chose to make their
       opponent secede portions of land to the winner. This, however,
       is regulated, to avoid unfair expansion. During war time, the
       maximum you can ask is for ten percent of the ORIGINAL land
       claim, and no more ever. This will be judged on a case by case
       basis, however.
       States may not have corridors, during war or peace, connecting
       one land to another. They are also limited to expansion by
       neighboring land, and across the sea. To expand, a nation must
       Rp the expansion. If an Rp is not done, then the land claim is
       void.
       To keep the land, you must be active in the forums. An inactive
       nation will have the land claim removed to allow for more active
       nations to have land that they deserve.
