Factbook - Federate Cherokee State

The Federate Cherokee State is an autonomous
state-within-a-state inside the Imperial boundaries. Nestled in
the Smoky Mountains, Qualla is the home of 100,000 half-blood
and full-blood Cherokee, who are descended from those who sought
refuge in the mountains to escape a forced exile to Oklahoma.
The Cherokee lands stretch into Inuyashia, where they enjoy
similar autonomous status as the Federate State of Sequoyah.
Cherokee warriors are often voluntary recruits for the Imperial
Military Force as well as the Gaian Union Armed Forces. A
Principal Chief and a Tribal Council govern the FCS on behalf of
the emperor, who is recognized as the de facto Chief of all
Cherokee in Trekylon. The State also includes the Tsalagi-Tanasi
home system and 14 other star-systems scattered across five
sectors
Geography and Climate
The geography of the FCS is very simply put, mountainous. The
Blue Ridge and Smoky Mountains, part of the Appalachian chain
runs from northeast to southwest. The Cardassian Mountains run
across from 30 miles west of Bryson all the way to the banks of
the River Dax. Valleys and hills channel excess rainwater into
streams that are the precursors to the major rivers. Forestry,
agriculture, hunting, arts, and tourism are the main sources of
income for the FCS, though many Cherokee owned-and-operated
businesses exist outside the jurisdictional boundaries of the
federated state. Gold, silver, and gemstone mines are also
prevalent throughout the State.
The climate can vary from cool in the valleys to cold in the
higher elevations in winter. In summer, temperatures can range
from warm and humid in the valleys to mild and comfortable in
the higher elevations. Winter snowstorms are a common occurrence
in the mountains, with sleet or ice occurring along the valleys.
In summer, thunderstorms in the valleys can sometimes bring
hail, damaging winds and even tornadoes due to the extra lift
provided by the mountains. Occasionally, tropical storms and
dying hurricanes bring torrential rains and floods to the
mountainsides and valleys. Fall and spring bring dramatic and
sometimes sudden shifts in temperature, which can cause either
severe weather or blizzards, depending on the local conditions.
On Tsalagi and Tanasi, weather conditions differ only slightly
from those on Gaia, as indeed on Earth, which allow for such
high agriculture that both worlds are nicknamed "the
breadbaskets of the State". While preliminary studies are being
undertaken on the other planets discovered, the nature of their
climate conditions remain so far unknown.
History since 2000
World War III missed the Cherokee living in the Smoky Mountains.
Their way of life remained undisturbed until the appearance of
the post-USA Confederation of Dixie. Dixie regiments moved into
the valleys in search of the Cherokee, who simply fled into the
mists and fastnesses of the mountains. Cherokee strongholds
appeared in Cades Cove, Chimney Tops, and Mingo Falls. Cherokee
fought against the white invaders and drove them from the Qualla
Boundary, only to see them return with a vengeance the next
year. Rape, pillage, and mass executions swept across the Qualla
Boundary as the Dixie regiments attempted mass genocide of the
Cherokee. It was only the invasion of Rump USA that ultimately
saved the Cherokee, who volunteered their services to the Rump
USA military in their drive south and west.
The months after the invasion and collapse of the Dixie
Confederation, the Rump USA paid large sums of gold to the
Cherokee to assist in their rebuilding efforts. This may have
led to the economic collapse and political disintegration of the
Rump USA, though speculation continues. The Cherokee resumed the
course of their lives in the mountains and valleys of North
Carolina, Tennessee, and Georgia. Many Cherokee began to spread
out from their secluded mountain hideaways and migrate further
south into Georgia and across to Alabama. There are even rumors
of Cherokee settlement of Kentucky, though so far, no DNA
testing has been done to prove or disprove the rumor.
The Trek conquest of Alabama brought many Cherokee under a
central government for the first time since the collapse of the
United States. King (future emperor) Michael I gave the Cherokee
in Alabama full citizenship in the new State, a precedent which
he would follow time and again as he expanded his State into a
Nation. Cherokee were granted the freedom to join the Panther
(and later Trek) militia as the new State expanded east and
south. As more Cherokee-inhabited land came to be brought under
Royal control, the question of a special status for the Cherokee
came up. The question would've been answered were it not for the
First Directorate War, which took the attention of the central
government to the defense and later counter-offense.
Months after the First Directorate War, the question of Special
Status for the Cherokee was brought before the new Imperial
Parliament (which had replaced the Royal Parliament, though only
in name). Debate raged in Enterprise over the future destinies
of the Cherokee, made all the more problematic as it was later
discovered that a Cherokee population existed in Holy Trek's
neighbor, ally, and partner, Inuyashia. The matter was finally
settled when a group of Cherokee delegates appeared in Atlan and
later Enterprise, bearing a message of peaceful coexistence and
eternal allegiance to the empire. It was later written in
Cherokee texts that the chieftains and shamans were awaiting the
sign that they knew would guarantee their continued survival. It
is said that sign came in the form of a wolf mother found
nursing a mountain lion cub as a yellow eagle flew down from the
sun. The shamans interpreted this as a sign that the 'Three
Brave Warriors' (Trekylon, Inuyashia, and Qualla) would share in
all the harvests and famines to come. After a similar debate in
Nuriko was settled in favor of a federate status for the
Cherokee living in that nation, a treaty was signed with the
Cherokee representatives from Alabama and Georgia in the old
Cherokee capital of New Echota. This treaty granted federate
status to those Cherokee, and was expanded weeks later to the
Tennessia and Carolis Cherokee. A month later, the Treaty of
Sylva created the autonomous Federate Cherokee State, which
increased the size of the old Qualla Boundary to encompass
nearly all the Smoky Mountains National Park, as well as
captaincies in northern Alabama and northern Georgia districts.
The creation of the FCS now presented a problem as to how the
autonomous state-within-a-state would be governed. It was agreed
that a Tribal Council would be set up, comprised of the heads of
the seven clans of the Cherokee, overseen by two chieftains, a
'peace chief' and a 'war chief'. They would, in turn, be
overseen by a Principal Chief. With the establishment of two
Cherokee federate states in the Two Nations, it was a given that
the Cherokee would be given representation in the Royal Congress
of the Gaian Union as well. The Cherokee serve in both national
militaries as well as the GU Armed Forces, and have proved
courageous and resolute in the face of strong, defiant
opposition. First called upon during the Second Yee War, the War
of Devolution and the T'Kon War, they slaughtered thousands of
enemy troops, and-as both a means of collecting booty and to
strike terror into the enemy-collected scalps, ears, tongues,
and in the case of high-ranking enemy officers, genitals. While
not officially sanctioned by the Two Nations, due to its role as
a custom of Cherokee warriors in battle, it is not condemned.
Several turns later, a Cherokee colony was planted on a Class-M
(Earth-like) world and christened Tsalagi, which is the Creek
form of the name Cherokee. Aside from occasional pirate activity
which is readily put down by the local Cherokee Militia and
Imperial Starfleet forces, Tsalagi has never seen war. Months
later, the neighboring (and Trojan planet) of Tanasi was also
colonized, giving the Cherokee their own double-planet system.
With the acquisition by mutual exchange of old Klingon ships,
the Cherokee have begun forging their own militia and explored
further from the Tsalagi system, founding no less than fourteen
new colonies in fourteen systems. The Cherokee kept neutral
during the many attempts by the Imperial government to negotiate
a moderation of the Barlat-imposed Treaty of Twist and the
Alterra-moderated Treaty of Atlantis, which would've removed the
ban on a member of the House of Harvey-Olds becoming emperor
(Michael I had been forced from the throne by the Barlat
Concordiat after attempts to begin a ceasefire discussion
between them and the USSR was misconstrued as an act of war by
the Concordiat, leading to an all-out invasion by its three
leading powers, Kira's Kingdom, Ish'Cong and the Great Houses of
Xie), despite the private calls for an armed restoration and
pre-emptive war against the Concordiat leader-nations by many
Cherokee.
The Exile of Trekylon from the Milky Way galaxy, as a result of
defeat by the USOA, forced the Cherokee on the defensive,
fearing an all-out invasion by the USOA and its allies. At the
eleventh hour, their entire nation (all 15 systems, including
Tsalagi-Tanasi) were transported across intergalactic space by a
phenomena which continues to defy explanation. In what could
only be a coincidental turn of luck, the galaxy to which they
were transferred to (Bode's Galaxy or Galaxy 23-A in Imperial
starcharts) would be the future home of a reconstituted Trekylon
and Inuyashia. Cherokee delegates were invited to attend the
coronation of Regent Drake (formerly of the Merchants Guild,
which had very profitable relations with the Cherokee) as Drake
I, the first emperor not from an aristocratic family. Months
later, Principal Chief Silva Sixkiller announced her retirement,
leading to the first ever elections for principal chief in
Cherokee history. While Trekylon and Inuyashia would not endorse
(and hence be seen to influence) one or the other of the two
candidates that emerged, the contest was decided in favor of
John Runningdeer. He is set to be endowed with the symbolic
items of State and proclaimed new Principal Chief in the coming
year, with Sixkiller remaining as advisor until her death. As of
this publication, the Federate Cherokee State maintains an
uneasy neutrality regarding the Trekylon Civil War, with
Junaluska City receiving embassies from both the Drake I
government and the rebel government led by former senator Trom
Vergusson and Imperial soldier Aldon Tate.
