His Imperial Majesty Drake I of the Intergalactic Empire &
Federal Commonwealth of Trekylon
His Imperial Majesty Drake I (Drake Patterson) is the third
emperor of the Intergalactic Empire & Federal Commonwealth of
Trekylon who was proclaimed emperor on April I, 2315 by a
unanimous decision of the Council of Ministers and the Imperial
Parliament. Before his coronation, he had served previously as
regent for Trekylon after the death of Michael III (Baron
Matthew Godwin of House Godwin) aboard the ISS Enterprise-A two
months previously, while escaping a US0A-led invasion, and as
President of the Merchants' Guild, a moderate-sized yet
influencial lobby group with senators and nobles in the Imperial
Parliament. Drake I is the first emperor not born from a Noble
House, and as such as earned the respect not only of the
citizens of Trekylon, but the Founder Races, and even those
foreign powers who had previously fought Trekylon.
Early Years
Drake Patterson was born in the city of Michaelopolis, on the
secondary capital world of Panthera, to parents Herbert and
Tereasa Patterson. He is the only biological child in the
family, as Mr and Mrs Patterson have adopted two girls orphaned
by the Argolis Comet Disaster. Young Drake was known to be
precocious and inquisitive, rarely getting into trouble with his
parents or at school. He attended school at Samfar Academy on
Panthera, where he graduated fourth in his class overall.
Acquiring a special talent for economics and social science, he
went on to attend the University of Rocha on the planet Panthera
at age 20. He had only just graduated with a degree in economics
and left Panthera when the Second Yee War erupted and thus
missed recruitment into the Imperial Military by virtue of his
being the only child in the family at that time. He returned to
Terra Nova, where he stayed for seven years, balancing the
colony's finances. This would come in handy after the Barlat
Assault and the resulting Diktat of Twist required Trekylon to
pay reparations/indemnities to the victors.
Induction into the Merchants Guild
During those years on Terra Nova, Herbert Patterson and a small
number of family friends had begun growing restless with the
entire reparations process Trekylon was forced to endure, as
well as the resultant loss of major commerce due to the damage
or destruction of spaceports during the Barlat Assault. They
formed an organization which quickly grew so large, they
formally applied for guild status. The Merchants Guild was born.
Around this time Herbert began increasingly to seek his son's
advice and help on Guild finances, which eventually allowed them
to lobby key senators and nobles such as House Barnette and
House Pritchett. Drake was soon a member in all but official
capacity, which was thereafter rectified when Herbert convinced
his son to join the Guild.
Drake worked within the Guild to continue the organization and
financial structuring his father had left him to do, and within
three years had enabled the Merchants Guild to become one of the
three largest lobbying organizations in the empire. Drake then
steered the Guild onto a new course by making them the champions
of all merchants whose business was hit hard by either
government regulations or especially because of war. The
Merchants Guild were the ones who pushed for the Imperial
Parliament to seek a redress of the Twist terms, which happened
on the Alterran world of Atlantis. Drake went further and began
to champion the cause of the common people by addressing their
grievances to both the Imperial Parliament and the Barlat powers
(in the case of the latter, to no avail).
Appointment as Regent
Drake became the most popular president of the Merchants Guild
despite seeking occasional advice from his father, which often
led some both within and outside the Guild to consider the
father and son joint presidents. When Herbert Patterson died at
the age of 103 from Shalat Syndrome, Drake became sole
president. He remained the people's champion in their struggle
against the financial terms of the Atlantis Treaty and even
privately open dialogs with the lesser Barlat nation of
Alexzonya which helped to expedite the final payment of
indemnities and thus lift a large financial burden off the
empire. Despite protests from both Ish'Cong and the Great Houses
of Xie, Patterson held firm and produced the proof of payment in
full. Both powers humbled by someone they thought was a novice
in a weak, insignificant country, they dropped their protests,
albeit reluctantly
Almost nine months later, Trekylon found itself at war again,
this time against an alliance of US0A, Kesrith, and Valyria.
Drake pushed the Imperial Parliament into increasing taxes on
the wealthy in order to lift the burden off the merchant and
middle class, who were already hit hard by the battles and
losses of key systems, including Panthera and Earth II. When
Michael II died after his ship fell into a black hole (despite
the fact he saved everyone else aboard the ship, a rare act of
true heroism), the Council of Ministers approached Drake with
the idea of anointing him regent until a new selection could be
made to assume the purple. Drake had only one serious competitor
for the regency, a former military officer named Nicholas.
Nicholas' assassination at the hands of US0A left Drake as the
unchallenged nominee for the regency. Before he accepted the
regency, he stepped down as president of the Merchants Guild and
named his successor, a companion of his named Tom Foolridge.
First Appearance on the International Stage
Drake's first crisis as newly minted Regent of Trekylon was to
find shelter from an allied nation for the population of
Trekylon, having been cast out of the Milky Way by threats of a
Barlat invasion on the heels of the US0A attack. Finding shelter
in Givosion space, Drake began working immediately to forge
peace settlements with the enemy nations. In a seventeen-nation
summit hosted by Givos, Drake was able to bring the US0A
conflict to a peaceful end, signed other treaties with several
nations, including a few Laptev Axis and Barlat Concordiat
nations, and helped Inuyashia to bring its conflict with America
(C) to an end. At the same time, Drake sent out explorer ships
to other nearby galaxies in search of one that would be far
enough away from the major Milky Way conflicts to preserve
Trekylon and devoid of any rival powers that could threaten
Trekylon. In three months time, Bode's Galaxy was located and
the system that now bears the Gaia-Hera name was discovered. The
Exodus could now be completed.
Drake next announced the end of the Dual Monarchy of
Trekylon-Inuyashia due to the abdication of House Harvey from
the throne of Trekylon, one of the provisos for peace with the
Concordiat. Meeting with Empress Rebecca I, wife of Michael I
and ruler of Inuyashia, Drake drafted a Union Treaty which
established the Gaian Union. This union would be expanded to
include the Federate Cherokee State as well. Drake became the
first head-of-state to set foot on an alien world in an alien
galaxy and soon, the entire population and military force of the
empire were settled within the galaxy.
Crowned Emperor
Regent Drake continued to work tirelessly toward both the
settlement of outstanding foreign issues and the settlement of
the new galaxy. His first measure, the Settlement Act allowed
tax-exemptions for a period of ten years for every refugee
resettled in the various systems in Bode's Galaxy. Parliament
ratified the Union Treaty, making it official. Drake also
renounced any remaining claims in the Milky Way, which became
disputed between Barlat and Laptev and may have played a factor
in the later war between them. Drake also began the steady
reduction in the total military forces of the empire, though he
made clear that because of the new galactic environment, there
was new danger from any native civilizations and thus there
would be a need for a military to defend the population.
Drake had done so much for the empire as regent that the Council
of Ministers collectively passed a resolution to proclaim Drake
the new emperor. Parliament took up the resolution and after a
27-hour debate, came to unanimous agreement. Thus backed by the
government, the Council of Ministers made the proclamation of
Drake as His Imperial Majesty Drake I. On the 32nd anniversary
of the foundation of the predecesor to Trekylon, Treksylvania,
Regent Drake received the symbols and robes of royalty and
officially received his title of emperor. Rumor persists that
Drake even met with the founding emperor Michael I, though
nothing has been uncovered to corroborate the rumor.

Reforms of Drake I
Drake I had envisioned a series of economic, ecological, and
political reforms for Trekylon while he was regent. Although he
did have power as regent to effect those reforms, he held back
from doing so out of concern that his newfound loyalty among the
people and his acceptance by Parliament and the Council of
Ministers would be put at risk. Upon accession to the throne as
emperor, Drake I put his ideas into both paper and practice. He
first drafted a resolution that ended more than four years of
four-party control in Parliament by sanctioning the admission of
three new parties into the political system: the Commerce Party,
comprised of several prominent members of the Merchants Guild as
well as other businesses, the Green Party of ecologists and
conservationists who had made possible the establishment and
maintenance of the parks and ecological reserves all across
Trekylon, and the Socialist Party. Each of the three new parties
were able to absorb some defectors from the four dominant
parties as well as recruit new members, and thus solidify their
new positions within Parliament.
Drake I's next political reform had more to do with the Greater
Empire than with the Human colonies and Gaian territories,
expanding membership in the Interstellar Trekylon Commonwealth
to 8,000 from its original 6,000. This came as a result of the
granting of Founder Race status to the Breen Confederacy, a
former opponent of Trekylon which had been under military
supervision as per the terms of the Treaty of Panthera. Alien
political parties were also encouraged to run for office in the
ITC Diet, and the now seven-party Human political systems were
also encouraged to admit aliens as equal members in excellent
standing. This social revolution came as welcome news in the
foreign press, who had often tried to use the Human-alien divide
to foment unrest (especially the Great Houses of Xie). This
closed the door of opportunity for those foreign powers who had
been using the xenophobia on both sides to divide and weaken
Trekylon, thus making it militarily weaker and more open to
partitioning.
Drake I continued the military reductions begun under his
regency, either selling ships to foreign powers to be used in
war-games or scrapping, or scrapping older vessels and using the
materials to build new ships, base-stars, and other celestial
facilities. Laptev was the biggest benefactor in the Starship
Scrap & Exchange Act, receiving over 120,000 ships of various
classes which either suffered too much damage in the recent wars
to be repaired or had reached their maximum age of maintenance.
New military tactics were also introduced and exchange programs
initiated which allowed IM soldiers to train alongside neutral
and allied nations' military forces. The most controversial move
made by Drake I up to that time was the military training
exchange programs with two Laptev nations, Jamesistan and the
Katasian Ryk.
Drake I brought his reforms into the social arena when he first
proposed and drafted an act called the Education Act. This act
would allow for lower and middle class families to have the
option to send their children to colleges and universities with
a reduced or free tuition. Tuition costs would be paid both with
public contributions and through government institution. The
percentage of students continuing their education at
universities increased from 55.9% to 98.5% thanks to this act.
Healthcare became the next reformed area when the Healthcare Act
was passed on April 15th 2314. This act provided free healthcare
at government expense for the millions of uninsured citizens of
the empire, both Human and alien, and was widely hailed as a
major success both within Trekylon and among the foreign press.
But in order for both the Education Act and the Healthcare Act
to be funded, a revision in the budget would have to be made.
This would be the catalyst for trouble in the coming months.
Civil War
Drake I knew that in order to provide funds for both the
Healthcare Act and the Education Act, he would need to make a
revision to the federal budget and increase the Imperial
Treasury. Increasing the treasury would be the easy part.
Finding a part of the budget to make revisions to and getting
those revisions passed through Parliament would be the more
challenging part. Both the Council of Ministers and Drake I made
their case for revising the budget to find the funds for both
Acts by pointing out that in the time that they had established
themselves in Bode's Galaxy (Galaxy 23-A), they have not been
dragged into military engagements with the powerful blocs or
among the blocs (such as the Laptev-Systems Commonwealth Cold
War or the Laptev-ARN conflict). Because of this, the military
could be safely reduced in material numbers and funding for the
military, which initially took up 80% of the total budget, could
be reduced by 25-30%. Drake I then proposed the Military Budget
Act which called for such a reduction in military funding, put
an end to future military research (even while continuing to
fund projects too far along to be defunded) and relax
recruitment of young men and women by the Imperial Military
(though the Imperial Starfleet could still recruit as their
mission did not always involve military operations. It was more
for exploration and scientific research). The Military Budget
Act also called for a reduction in the number of Jem'Hadar
soldiers genetically manufactured in hatcheries by half a
million a day.
Debate raged in the Imperial Parliament over the Military Budget
Act, and despite opposition from the Imperialist Party (in
particular the 'Blue Blood' faction within the party who saw
Drake I as a usurper), the Act passed. Drake I began passing
edicts to implement the Act, but at the same time, those members
of the Blue Blood faction began plotting to overthrow Drake I
and restore a member of the deposed House Harvey to the throne.
When one of their number, Trom Vergusson, walked out of the
Imperial Parliament during a session, the rest of the party
membership and all the Blue Bloods within the party followed
him. This led to the Trekylon Civil War. Drake I soon found
himself dealing with a population divided against itself,
worried allies and avaricious enemies waiting for the Trekylon
body politik to die so they can begin carving up the corpse. As
rebels and terrorists began attacking various systems in their
effort to coerce the people into joining them in overthrowing
Drake I, he had to rely on Loyalist regiments which were
scattered, allies who were already stretched to the limit with
their own commitments, and even former enemy nations who saw in
a collapse of Trekylon a danger to themselves and others.
Drake I the Warrior
Drake I was never a soldier of the Imperial Military, preferring
to focus on financial matters up until his coronation as
emperor. Even in the first several weeks of his rule, he was
focused on stabilizing the economy after months of nomadic
existence as guests of Givos. But as the Civil War exploded in
the wake of the Military Budget Act, Drake I found himself
thrust into a military role he never sought but was determined
to fight in order to reunite the fractious empire and restore
stability while preventing foreign interference (particularly
Barlat Concordiat). As a result, Drake I received his 'baptism
by fire' during the early days of the Civil War.
Drake I was mostly the commander-in-chief, conducting meetings
with the High Command and Imperial Starfleet and directing
Loyalist regiments on the rebel-seized worlds to begin a
counterinsurgency, but after New Columbia was seized by the
rebels and its governor executed for not siding with the rebel
movement, Drake I took up the sword personally. Leading a fleet
of some 1,700 ships (as there is still some fighting in orbit,
this number is subject to revision) against the rebels, Drake I
cleared space of the rebel fleet, then led a ground assault
which successfully liberated a continent from the rebels. He is
still currently on New Columbia, directing the Liberation of New
Columbia from the liberated city of Freedomtown.

Personal Life
Drake I was known to be a quiet individual when not active in
the government or on the battlefield. A bachelor (the second
emperor to be a bachelor, as Baron Matthew I as Michael II never
married, either), Drake I spends his quiet, nonactive time
either studying Earth history, practicing and even writing
poetry in Klingon and Romulan, or walking among his plants in
both the private and outdoor gardens. An avid gardener, it was
Drake I who expanded the indoor, private garden first
established by his predecessor Michael I.
His morning routine consists of a walk through the private
garden as soon as he rises from bed. He prefers a light
breakfast around sunrise, which he views on the precise time,
regardless of season, and at his balcony overlooking the outdoor
garden and the distant Royal Mountain range. By 0900 hours (9:00
am ET) he's already receiving daily briefings on the happenings
both within Parliament and within the empire. He has lunch at
1200 hours (noon ET), then receives the foreign briefings an
hour later. He conducts all his business before 1800 hours (8:00
pm ET), finding time to view the sunset at the balcony, or
sometimes in the outdoor garden. Until he retires for the night
at 2300 hours (11:00 pm ET), his time is spent in relaxation.
This can vary depending on emergencies. It is rumored that Drake
I has been seen with Princess Jade Masawa Harvey of the House
which remains in power in Inuyashia as House Harvey-Olds, but
neither the emperor or Princess Jade have confirmed or denied
the rumors, and little is known of whether Drake I has any
company during his relaxation time.
