Empress Rebecca I sat in a small room gathering her courage. She
was minutes from meeting with her band of nations and her hands
wouldn't stop shaking. She grasped the cane that her husband had
given her before she had left their room. He told her there was
a sword hidden inside. He thought it would help her feel better
and in truth it did but she was still scared. Ever since her
rescue she hadn't been able to be with large crowds. She
couldn't explain it but she felt scared that someone within the
large crowds would cause her harm or her family. It paralyzed
her every time she thought about it. Kenzo had helped with the
throne room and the council of ministers but
this..............this was her idea........her
proposal...............if she couldn't see it thru to the end
then............then why was she even still empress. Kenzo came
in and held her hands.
Kenzo - "You don't have to force yourself. You're still healing.
No one will think less of you if you cant go in there."
Rebecca - "I know but......................I need to for myself.
I have to..............Just don't leave me alone."
Kenzo - "Of course not. Hansuke and myself will stay with you
every step of the way. We trusted you from the beginning. Don't
you think its time for you to trust us a little more."
Empress Rebecca I smiled and nodded. She could do this. It
wasn't going to be long just a simple meet and greet before the
larger signing. She knew these people. Had helped them with
their nations. She could trust them as much as she trusted her
ministers. Empress Rebecca I stood using the cane for support.
Her ankle still wasn't as strong as it use to be but it was
getting better. She quickly dried her eyes.
Rebecca - "Show them into the conference room. Let's get this
started."
Kenzo nodded and bowed smiling. She was getting there. He left
and Empress Rebecca I headed out the door as well to be closer
to the room when they were all inside.

Kenzo sighed outside the room before walking over to Hansuke.
Kenzo whispered - "I'm going to go ahead with the plan. Don't
tell her. I know she doesn't want to show weakness but they have
a right to know."
Hansuke - "You're not going to tell them everything are you?"
Kenzo - "No! Just enough for them to cut her some slack. So that
this meeting goes smoothly. Stay by her. She's
still................scared."
Hansuke - "I understand my role. I hate that we have to lie to
her but...............I also understand why. We have to protect
her. Even if her husband hadn't asked us to."
Kenzo nodded and went back to the lobby.
Kenzo - "Before the meet-and-greet begins, I must ask only the
delegates to come with me. I have something that I need you to
know."
The delegates looked surprised and suspicious but starting
coming to Kenzo one by one.
Kenzo - "Thank you. This way."
He led them to a small side room and closed the door once they
were all inside.
Kenzo - "What I'm about to tell you doesn't leave this room. If
you must share that person had better have your strictest
confidence. Are we all in agreement?"
The delegates nod cautiously.
Kenzo breathed a sigh of relief.
Kenzo - "Alright,..................Many of you have probably
heard rumors that the empress was kidnapped awhile ago.
Well.........they are true but that's not the worse of it. The
men who kidnapped her.......................tortured her during
the 6 months she was missing. To spare you and her I wont go
into details, however I must beg your indulgence and patience.
The empress is still dealing with the aftermath and may do or
say things that might not make much sense."
The room was silent till King Antor stepped forward.
Antor - "She has my support. I know her and you well enough to
know that you wouldn't do this without reason. We will help you
protect her."
Kenzo smiled as Eideard came and slapped a hand on Kenzo
shoulder.
Eideard - "That's a strong crew for ya. She has me. What do you
say lets protect her that helped us."
The rest of the group nodded in turn as Kenzo's eyes moistened.
Kenzo - "Thank you. I'll return you to your secondaries and give
you a few minutes before we head into the meeting room."
The group nodded and they all left the room and the delegates
rejoined their friends and significant others. They broke into
their nation groups and hushed whispers began in certain
corners. Hansuke had meanwhile gone and was talking to the
empress taking her mind off things for the time.

Once the delegates had had an opportunity to talk with their
group then the doors to the main conference room opened to
reveal a large round table. The delegates names were written on
place cards with additional cards around them for their
entourages. The delegates quickly took their seats and awaited
the arrival of the empress and her ministers.
The doors opened again and the empress walked in with Hansuke
and Kenzo on either side of her. Hansuke walked closer to the
empress to hide the fact that she was leaning heavily on the
cane at her side. The delegates stood as Kenzo pulled out the
empress's chair and she sat down as gracefully as she could.
Then Kenzo nodded and everyone took their seats silently.
Empress Rebecca I - "I'd like to thank everyone for coming on
such short notice. I realize we should have done this
much...much sooner but..........circumstances prevented me from
fulfilling my duty. I deeply regret that and wish to apologize
for not having been in contact as I had originally promised.
Soon we will fulfill the final part of our agreement. Within
Trekylon we will sign the treaty that will guarantee your
individual sovereignty and protection by us and the other
countries in times of need.We had plan to do this so so long ago
but life never goes the way we want it to." She smiled almost
painfully. "But for now, I felt we should take today to meet
each other and get to know each other a little before the full
convention in a few days."
Vadim scoffed - "You think a simple apology will make us trust
you again. And you expect us to sign a treaty with a country
we've never met. I'm apt to leave now and let you kiddies play
all you want."
Kenzo - "Viceroy, please we're doing what we can to rectify the
situation. Please bear with us. We have only your countries best
interests at heart. The empress would never do anything to hurt
you or your countries. It's her life's work."
Sandra - "While it's true she did abandon us at a time we needed
her most, we can't ignore the fact that there were extenuating
circumstances. When she helped form my nation, she partook in
part of our training regimen for our male warriors and held her
own in more ways than one and often brought them down with her
words which was such a sight. A woman who can do that and still
laugh and play with children is a strong and trustworthy person
in my book. I will trust her and you should too Viceroy. I'd
hate to have to turn my boys against your nation."
Hansuke - "High Priestess, while your words please us please
don't threaten the other delegates so openly. This is suppose to
be peaceful and cooperating group."
Eldreda - "This is a funny group." *she poked Alburn* "I can't
wait to be able to spend more time with them. Come now Viceroy
isn't it time we introduced ourselves and enjoyed ourselves
here."
Vadim - "Only a child thinks of fun. Don't you have a nation to
run as well. Can you really afford to have fun here and neglect
your duties. As for you High Priestess. Your men must be weak if
they are beated by a woman or even take orders from one. I got
into this cause I felt I might could control the empress and it
would be easier now if not for those 2 knights with her. I'm not
into this for peace."
Kenzo - "People please. This isn't why we're here."
Eideard slammed his fist into the table - "Viceroy, you say
you're not into this for peace but the empress made that common
knowledge as her goal from the beginning and only a fool would
ever believe to be able to control her. You must have a small
ass dick if you think that controlling women is the height of
power. I doubt you've ever enjoyed the pleasures of one.
Fighting isn't the answer. Compassion and cooperation is. Now
shut your mouth after you properly introduce yourself and then
enjoy what you're given here. We all have countries but we also
have people we trust to take care of them for a little while
while we take this opportunity to expand our knowledge and our
safety. If you think that you can protect your country by
yourself then you are an even bigger fool. History has time and
time again shown us that being an isolationist only brings
tragedy to them. And High Priestess, while a show of arms can
stop a fool at times, this isn't the time or place to be flexing
your muscles. The empress called us here for a peaceful meeting
and like hell will I let anyone disrupt what she wants. So the
same goes for you. Introduce yourself properly then shut up and
enjoy yourself. If not I'll feed my special grog to both of you
and see if that loosens you both up."
Kenzo - "Captain, you didn't?"
Eideard - "You didn't expect me to come to a party and not bring
atleast a little did you?"
Kenzo shook his head. Vadim and Sandra both looked mad but
majoriedly held their tongues. Vadim looked more pissed off even
though Raisa smiled beside him. Though she hid it everytime he
looked at her. Antor laughed as he stood.
Antor - "Eideard is right so let me do this properly. I am King
Antor Pendragon of Avalon and this is my wife Helain Pendragon.
We welcome any who wish to come enjoy our spoils to visit at any
point and we will welcome you with open arms."
Eideard - "Always getting the jump on things huh Antor? I'm
Captain Eideard Ross of Carabosa. I don't have a wife or a
second with me but I promise you a party unlike anything you've
ever experienced should you visit me. We pirates can throw a
mean party."
Anelsa stood next - "I'm Chieftain Anelsa Denali of Borealia and
this is my second-in-command Olaf Olva. I would invite you all
but we're still getting things completely set up and its
probably colder than any of you are use to."
Olaf - "Mistress, we're here to make friends not enemies. We'd
be happy to have you and give you a proper warm welcome."
Anala waited for the others to take their seats before she stood
smiling.
Anala - "I'm Maharani Anala Naidu of Nabania and these are my
personal guards Krodha and Bha Sahir. And yes they are twins. We
are willing to entertain any of you at any time. I'm sure you'd
find everything exciting and new."
Empress Hua elbowed the man next to her cleaning her throat. He
stood immediately looking a little scared.
Shing - "H---Hello, I'm Emperor Shing Chen of Saiunkoku and this
is my wife Hua Chen and my bodyguard Shen Sun. We.............We
would be glad to welcome........."
Hua took over standing up.
Hua - "We would be honored to welcome any to our little nation.
I promise you'll leave satisfied and happy."
They both sat down Shing looking sheepish.
Sandra stood still looking mad at Eideard. - "I'm High Priestess
Sandra Adamidis of Seinia. I'd welcome the males if only to make
them have sex with one of my prostitutes before they left.
Otherwise I could care less if you visited me or not."
She sat down curtly.
Neferatari stood - "I'm Pharaoh Neferatari Aten and this is my
High Priest Sefu Thoth of Thebia. Visitors are welcome I suppose
since everyone else seems to be doing it."
Eldreda raised her hand.
Eldreda - "My Turn?"
Kenzo nodded.
Eldreda - "Yeah. Ok, Hi, I'm Empress Eldreda Williams from
Uratania and this is my bodyguard Alburn Roper. He's a bit of a
worrier but still a nice guy. I can't wait for you all to come
visit. We'll have so much fun. I may have to find time to visit
everyone as well. Your nations sound like so much fun."
Alburn cleared his throat. - "Empress........You're rambling."
Eldreda - "Oops sorry." She smiled and took her seat.
Vadim realized he was the only one left and stood.
Vadim - "I am Viceroy Vadim Dubova of Vladilena-Novgorodia and
this is my wife Raisa. Don't expect a big parade should you
visit. I have a country to run and don't have time to deal with
every little insignificant thing that approaches my desk. And my
wife doesn't leave my side so don't think she can show you
around either."
He sat down and Kenzo and Hansuke looked at each other. They may
have bitten off more than they could chew. While the majority of
the group seemed like they could get along. Vadim seemed adamant
that he wouldn't cooperate. The empress looked like she might
cry. Her ideals weren't connecting with everyone. She wished
Michael I was there to help her. She had been to scared to say a
word and now she didn't know what to do or say to rectify the
situation.

Just then, a cloaked and hooded figure stepped out of the
shadows. How long he had been there was unknown, but by the way
Kenzo and Hansuke reacted, he was not seen as a threat. In fact,
he was seen as a welcome source of relief. The figure stepped
closer to the conference table, particularly to Vadim.
"Maybe you have little regard for the situation on this planet,
but despite the recent civil war in Trekylon and the conflict
still ongoing, there are still many refugees from the Exodus who
need places to settle. As should be known to everyone in this
room by now, neither Trekylon nor Inuyashia have the desire to
start annexing entire continents into their empires, even though
they have the military might to do so if they truly desired. If
they did so, however, they would be no different than the many
enemies we've met and defeated in battle, such as Zlost, Yee &
Gotham, and the Great Houses of Xie."
He pulled back the hood so everyone could see who was addressing
them. The silence in the room was deafening as his words now got
the added visual recognition effect.
Michael I - "Everyone in this room has been asked by my wife to
assist in resettling those remaining refugees who have been
sheltering on the many moons. Now, I don't expect all of them to
come settle on Gaia. Many will want to stay where they are,
which will be their choice. Add to that the Vulcans from Mojavia
and the Herans, and this world will be settled in short order."
He walked to Vadim and Raisa, making sure his next words would
be directed at them as distinct from the rest of the group.
Michael I - "Frankly, Vadim, I don't give a damn if you throw a
ticker-tape parade for visitors or not. Its true you will have a
country to administer, but never forget that you do so only
under my wife's overall supervision. You will be as welcoming
and accommodating as humanly possible. These people have seen
enough distress to have you acting like a petulant child whose
been given household chores. I don't think its too much to ask
you to support my wife in this endeavor, but if you don't feel
up to the task, just say so. I'm sure there are others who would
be more supportive of the empress' efforts."
Taking a step back to address the rest of the assembly, Michael
I made his final point very clear.
Michael I - "As I understand it, the terms of the treaty drafted
state clearly that you will have part-time armies, only
available for call-up in times of planetary emergency and
subject to merger with either Inuyashia or Trekylon should the
emergency become even more serious. That means you won't be able
to threaten your neighbors. Then there's the United Gaian
Nations Organization, which will provide extra security for each
of you while allowing and even encouraging economic connections
with one another."
He stepped back and waited for anyone to dare to speak out
again.

single tear escape at seeing her beloved. The delegates sat
agape at seeing the former emperor. Kenzo was the first to
recover his voice.
Kenzo - "Majesty, while your presence here has defused the
situation I must ask how you managed to enter such a restricted
area."
Empress Rebecca I meanwhile and gotten up from her chair and
quickly and ungracefully hobbled over to her husband almost
falling into his arms. He had no idea how much she was glad to
see him. She buried her face into his chest tears stinging her
eyes.

Michael I caught his wife, pulling her to him and letting her
bury her face in his chest. Looking at the delegates, then at
Kenzo, he smiled.
Michael I - "You forget, I was once the emperor of Trekylon. I
may no longer bear the crown or the title, but my name alone
still carries weight here, especially with the guards. Don't
chastise them or demote them. They have done their jobs very
well, and I suspect that you and Hansuke are responsible for
that."
He gazed at the faces of the delegates, who were staring at him
in utter shock.
Michael I - "If you truly respect the empress....and me....you
will do your utmost to make certain those refugees have a place
they can call home. I want Gaia to become the economic
powerhouse of the universe. Trekylon and Inuyashia will lead the
way as the strongest of the nations."

Kenzo - "Fear not. I understand why you came and how now. "
Eideard stood - "I am impressed with your Majesty. You concealed
yourself so well I almost wonder if you were a pirate or ninja
in your past. Even this humble pirate would be honored to see
new people settle in our region and thrive. "
Antor stood as well placing a hand on his heart. - "My country
as well."
Helain joined him - "If there are any orphans especially we
welcome them. The laughter of children is our fondest sound."
Antor placed a hand on his wife's shoulder nodding in agreement.
Eldreda - "I'm sure the refugees will find themselves amply
provided for. We wont turn a single one away."
Sandra - "Some new warriors would liven things up though I
suppose I can make exceptions should they already be married or
don't wish to follow our religion. I can't expect new comers to
understand why we do things."
Anelsa - "We are a small community. I can't guarantee anything
but if they are willing to work, hunt and fight we'll have them.
We all have our roles and do them to our utmost best."
Shing and Hua stood.
Shing - "We will accept them."
Hua - "To prevent more sorrow and devastation we will welcome
them openly."
Anala - "Our religion teaches us to be open and kind so that's
what the refugees will see when they come. I will integrate them
into my cities and help them settle down seamlessly."
Neferatari - "Workers are always welcome. Hard workers are
rewarded."
Vadim - "I don't remember this in our early meetings. I doubt
I'd be able to take in many without it affecting the economy. I
wont provide assistance. They have to make their own way like
everyone else. I don't care if you are the former emperor. This
is the way I run things and you can't get me to change just
because you ask of it."

Michael I let his eyes lock onto Vadim and he stared into the
other man's eyes for some time.
Michael I - "Then perhaps it is Raisa who should be the leader
of your nation. If you cannot provide assistance to those who
need it, which will be the entirety of those who come to your
country, then you will have a population that will eventually
raise their voices in protest. Let them fester by doing nothing
for them, or take action against them, and they will rise up
against you, in favor of Raisa. Tis better for your country, the
refugees, and your own safety if Raisa were the one in charge."
He walked up to Vadim, separating himself from the empress to
stand a mere handful of inches from Vadim's face.
Michael I - "You can play the self-absorbed, uncaring,
emotionless buffoon you have shown us all you are.....or you can
be more open, more caring, more compassionate, and more willing
to help people who will be unable to do for themselves for the
first year of their resettlement. Either choice is your choice,
but if you should choose the former, then you will be replaced
by Raisa."
Michael I then turned his hard glare on Raisa.
Michael I - "I'm putting you on the hot seat in regard to Vadim.
If he should prove to be cold to the refugees, you are to assume
all political responsibility for your people. Remember, my name
still carries weight and the empress can easily replace you if
the people demand it."
Michael I softened his tone and expression slightly as he
approached Nefertari.
Michael I - "You can have workers. Just make certain that this
labor force you wish to create doesn't become an enslaved work
force. They're Human beings, not pack animals. For them to earn
your respect, you have to earn theirs. If I can offer only one
lesson in leadership, that is the lesson."
Michael I now raised his voice to address the entire room.
Michael I - "In two days, you will meet with your like-minded
colleagues selected by Emperor Drake I at the Trekylonian
captial, Imperiopolis. He will have one final address to make to
all of you before the official ceremony announcing your nations'
proclamations and the signature of the United Gaian Nations
Treaty. I urge each of you to formulate your plan for
integrating the refugees into your societies, including welfare
management, emergency medical care, and allocation of funds.
Keep in mind you won't have a so-called national currency until
the day of your official inauguration, and your currency will be
a common currency, to make it easier for commerce."
Michael I *casting a harsh side-glance at Vadim* - "Its high
time you stop thinking of yourselves and start thinking of the
refugees. Many of them have lost treasured pieces of art,
personal items of sentimental value, but especially loved ones
not just in the Exodus but in Trekylon's recent Civil War. They
will be looking to you as a beacon of hope...hope for a new
beginning....hope for a better life. Be that beacon of hope for
them...be that shining light in the dark."
With that, he took the empress' hand and they left the
conference room.

[i]Drake I received word from Hansuke San that the empress met
with her chosen future heads-of-state with resolve. Now the
hardest part of implementing the idea she had nurtured remained
ahead: laying out the borders of the new nation-states and
getting them pledged to the United Gaian Nations plan. He would
have a much grander idea to implement soon thereafter.
For some time, before the Civil War, Drake I had worked with the
Foreign and War Ministers, as well as the Secretary of Defense
who worked beneath the War Minister, on a grand-scale defensive
organization. Ever since the settlement of Gaia and the first
contact with the Herans on the sister-world, the Gaia Defense
Force had been very effective at maintaining the security of the
home system. The Civil War recently revealed gaps in the
defensive glacis which Drake I recognized as potentially
threatening. He had already begun increasing the number of ships
in the Defense Force. Not feeling that the empire alone should
be responsible for the defense of the star system, but also
fully aware of the need by potential partners to maintain their
own readiness, he brought both ministers in to formulate ways in
which the Gaia Defense Force could be expanded with little or no
cost to either the empire or the potential partners. It was Odan
who made the suggestion to provide technological assistance to
nations who sign on to the Defense Treaty.
Just one day before the scheduled Ceremony of the Nation-States
that would officially announce the births of the various Gaian
powers, Drake I asked Odan to draft the first page for what
would become known as the Treaty For the Security and Defense of
the Gaia-Hera System, or in more shortened form, the Gaia
Defense Treaty. After five hours, Odan presented the first
draft, which Drake I approved. There would be a few days in
which to convince the other Gaian major powers to sign on to the
Treaty, which would allow time for the document to be drafted in
its entirety. With his defense plan moving forward, Drake I
could retire to his bed for the day, both content and expectant.

The next day, all the members of the Gaian Nations and their
entourages boarded the Empress's barge to travel the distance to
Imperiopolis. Some of the members still weren't speaking to each
other. The honor guard stood erect as the Empress, her husband
and their 3 youngest children came out. She spoke to her
Imperial Chancellor who was staying and then stood in front of
her War Minister who was scowling.
Camus - "You should have more guards with you. We can't afford
another incident."
Rebecca I - "We are heading into friendly territory. I highly

he had personally invited. We'll be fine. You made sure we
already have more than sufficient honor guard. Please trust me
and our friends."
Camus - "It's hard to trust where you are concerned. The country
needs you that much has been established. I can't afford to be
lapsed in judgement again. I may not get the chance to repair
the damage next time."
Rebecca I - "I understand. I wont take unnecessary risks. I'll
be back in a week's time."
The family boarded the barge followed by the honor guard. A man
stepped out of the shadows as Camus snapped his fingers. He came
and knelt in front of Camus.
Camus - "Remember what I said. Like a hawk."
The man nodded and headed for the barge.
Camus - "But discreet!"
The man smiled and saluted before jumping into the barge as the
door was closing.
Kenzo looked at Camus.
Kenzo - "Who was that?"
Camus - "Phoenix Corbet. A man who can never betray the Empress.
Even if it meant his life."
Kenzo looked puzzled but Camus was already heading back to the
palace so he hurried to try and get more information out of him.
