       Mafioso Familia type thing

       A city divided ... all of the street Lords from neighboring
       towns having grown up competing against each other in
       school/etc.  Deep respect, a modicum of the old world, is held
       by all of them.  Doing a better job of managing the city than
       the elected officials and public service agencies.  An old/gold
       era where the word of a man/woman meant everything and breaking
       it cost everything.  Face value was the only currency needed and
       the one that held the most clout.
       Everything was good.  Petty crimes, regular racketeering, minor
       extortion, and an occasional beat down were all normal but the
       people of the city had no worries and enjoyed a very prosperous
       environment.
       Then, at an emergency called "meeting of the minds" .... it all
       changed.
       14 yr old son of (.......) has been brutally tortured and
       murdered.
