       Kowloon Walled City wasn't wanted by the Chinese or the British
       governments.  It was a Chinese territory surrounded by British
       land.  The Chinese were secretly trying to usurp the British
       control/rights to the Walled City from within.  Nobody could peg
       the head of the resistance.  Tiring of the issues Sir Henry
       Blake, The Governor of Hong Kong and Qing Li (Chinese
       representation) both wanted the resistance crushed so the two
       agreed that a 3rd party (elected by voting party of both Chinese
       and British delegates) would be given control as leader of a
       joint territory.  Governance would be left to the 3rd party
       except for issues of common defense of China and Britain.  The
       City would still act as a defensive outpost.

       trying to gain ultimate power through items of ancient lore. ]

       being granted the "godness" of whichever face the mask felt the
       individual belonged to, revealing their true self]
