Currently im flowing with the 'meta' as this game has been hard
competive for 4 years now. With those power gamers breaking
games simply for a hobby, i'm confident in the current running
meta of 1-1-2-jungle as its been proven to be the most efficient
       for multiple season now.
As a qualifier, learning the bend that meta to your will does
       provide interesting results.
Such as, when on purple (right side) team, put your duo on top,
have solo mid/bot, and make sure to have a CC heavy blue buff
       dependent jungler.
What this does is make the solo bot simply delay until jungler
can gank top with the duo (adc/supp) to take top tower by 5-10
       minutes.
the solo bot then goes top to free farm, the duo then heads bot
with the extra 150 gold (and probably at least 1 kill being 2v1)
to mess with the meta bot's lane.

I think the current meta is probably low-mid tier. But it will
never change because it takes too much cordination and soloq
where probably more that 75% of the games are played does not
make for good cordination. Also a score of 60% win ratio is
REALLY good. so you only have to win a little more than half
your games to be "doing well"
If I was planning on really putting effort into changing meta I
would test lots of champs with different item builds. I would
pick champs and say I want to see how well they can tank, peal,
damage, assassinate. I know that Riot intends champs to be
played a certain way but I feel like random combos might
       synergize better than others.
And crazy item builds. What if everyone had bubble and Guardian
       angel?
I think it is also hard to stray from meta because what if you
have a really bad early game. It'sno ones fault it just happens.
Then you think this build sucks but you never got to actually
       try it.

I just feel like in lower level play anything that goes
differently than the meta has a chance of confusing the
opposition. Mainly because everyone is so set in there
1-1-2-jungle mentality. That being said, I don't think going
overly crazy is a good idea because it can get you in a world of
       trouble early game.

Its obvious certain champs are meant to be built in a narrow
variety of ways, and some have the freedom of widely different
       builds.
All in all, each champ has a purpose in a team comp, and that's
       where you make/break meta.
Until season 2 gragas was only a tank, ever. Some pro guy
decided to take him mid one day, not for the tanky items, but to
       shut down the enemy metamid.
to this day gragas is now nearly a winlane ap carry.
That said, not all champs work well when built to augment their
scaling abilities (skills that get better with certain number
types -ap, ad, etc). Take Sion, He can 2 shot a carry with QW
combo as hard AP, but that's only if the carry is retarded and
lets Sion get close. Otherwise AD carry build, he can take any
one other champ on his team and make a 2v5 a win.
Ad bruiser Sion gets to stay in fights forever, lockdown a
carry, and care care if the enemy team focuses him. By the time
he dies, his carry killed everything.
Tristana makes a scary AP carry, but as ADC her passive and Q
outclasses all other autoattack ADCs. Her jump gets her out of
Dodge when cornered by a facerollADC.
Skarner, scales ad/ap hybrid, makes a better tank than either
damage build mentality. Malphite makes a better AP carry than
tank. Ryze gets a manamune and still wins lane.
tl;dr - it's all about experience and skill suing the champ
numbers and skill kit only as a guideline, not as the
determining factor in how to build.
