For frigate on frigate solo work. Follows the, "if I kill the
other guy first" principle.
General idea is to control the range of the duel with scram and
disruptor, keeping you in range to shove antimatter down the
other guys throat but, safe and secure out of his web range.
This is speed tanked, and as such is paper thin. I don't like
damage control units on speed tanks, so I swapped it for a
magstab II. If you want you can swap it back, but it's pretty
close to pointless, if you ask me.

How do you propose that you keep him webbed while staying out
web range?

You don't. The web is used to control space and keep them away
from you ergo out of their optimal, because most frigs are close
range.
