A New Team Application Subforum

There should be a more formal way to create a new team in the
league. With that, there could be an application process and a
separate subforum for new teams to submit to. I suppose I could
moderate it seeing as I'm working on recruiting new members.
Suggested requirements for new teams:

[li]The team must consist of at least 3 free agents with an
interest in starting a team. None of the players on the
prospective team's list may be part of another team.[/li]
[li]Each member of the prospective team listed in the
application must verify that they desire to be part of this new
team. This is to prevent players from taking any 2 other free
agents' names and placing it on the list.[/li]
[li]Each prospective team must have a general manager appointed
by the prospective teammates. Though it's not necessary, it is
more proper to have the GM submit the team application rather
than another player.[/li]
[li]An application must be submitted a minimum of 2 days before
the season draft for a team to be considered for that
season.[/li]
[li]Prospective teams must be approved a minimum of 1 day
before the season draft for those teams to be allowed to join
the league for that season.[/li]
[li]Teams accepted to join the league will start at the lowest
division (currently Division B). If these new teams causes an
overflow of their division, one of two things will happen. 1) If
the overflow causes 20+ teams in one division, a new lower
division would me made (for example, if there are 20+ teams in
division B, Division C would be made), and all the new teams
would be placed in that new division. 2) If the overflow causes
less than 20 teams in one division, the top teams from the
lowest division (as many as possible without causing an overflow
to the next lowest division) would be promoted to leave only 16
teams (including the new teams). If, under option 2, less than 3
new teams are not placed in a division, those teams would not be
permitted to play that season. Instead, those teams would be
placed on a waiting list for the following season.[/li]
[/list]Procedure for new team acceptance:

[li]Application for a new team is approved by either a
moderator or league commissioner.[/li]
[li]A new poll is made in the General Manager Discussion
subforum, quoting the original application. This poll decides
whether or not to accept the prospective team for that season.
Not all GM's are required to vote. There must be a majority vote
(more than 50% of those who voted that are in favor of adding
the team) for the team to be accepted. If the team is accepted,
proceed to step 3. If not, proceed to step 4.[/li]
[li]The team is given it's own private locker room and is added
to the schedule for next season unless an overflow conflict
occurs (see suggested requirements for new teams), which would
result in the team being placed on the waiting list.[/li]
[li]The team is deferred and not recognized by the league for
that season. The prospective team may apply again next
season.[/li]

ummm, you got it kinda right...
the way it works is someone gives an application with their new
team name and logo, then the new expansion GM must get at least
5 new players into the league, 3 of which he may keep on his
team.
His team is given last overall pick in the first round of his
division (expansion teams play in an expansion-playoff to
determine division)
also, the max amount of teams per division is 16, not 20
more than 16 is just too many and would make seasons too long
pretty much all applications are accepted, and i try to have 4
expansion teams a season (more if possible)
near the end of each season I post an expansion team deadline so
that teams have enough time to find 5 new players and it gives
me time to find hosts and officials for the expansion playoff

I knew that the maximum amount of teams in one division was 16,
but in theory, you would need an influx of 20 teams in order to
make an entirely new division because the minimum number of
teams per division is 4.

no we dont need 20
divisions do not need to have the same # of teams.
also, say division b has 12 teams and we want to expand to
division c
3 teams will be getting relegated from division b, so we only
need another 3/4 expansion teams

for now lets concentrate on getting higher attendance for ssn 4.
