Regarding Waivers

I think it's quite unfair that division b GMs have to wait a day
before placing waivers. b4 the 24hours even pass a div a gm has
signed a player. even it up imo
solutions:
1. allow every division to place a waiver once a fa topic is
open
2. have waivers for both divisions be under the division b gm
team and they have 2 waivers on the same waiver spot

its not 1 day; its that the first waiver run is only div a (this
is to prevent players who are div a quality being stuck in div
b)
I will allow this: in a FA thread, a player can specify that he
is allowing division b to place waivers immediately - if he does
not say that he allows div b to place waivers before the div a
waiver is run, then only div a can place waivers
