He probably continuously rerolled until it was a number between
11-14. Hapns when leeg commish is a butthurt sore loser. It
also makes absolutely no sense how the team that lost in the
finals gets the 2nd highest chance of winning the lottery.

how about because we finished 2nd to last?
it is based on final standings and final standings only, the
only exception is that the division a cup winner gets automatic
last pick in division a
