       Anddddd... as of today, the contact number for questions and to
       opt out is telling people that they don't need to opt out and
       won't take people's opt out notifications.
       It is true that the city has paused implementation of the new
       MAP program, and they will probably come back with something
       that is somewhat retooled... but I suspect the refusal to
       continue to take opt-outs when they have said "you don't need
       to" is more about stemming the bleeding after flood of opt-outs
       in the past month.
       There were two trigger points for the opt-outs
       • First, Retirees found out through court questioning that while
       an accidental enrollment in the MAP of someone who attempted to
       opt-out close to the cut-off date wouldn't be held against them
       in their "one-time switch", it could take months to fix the
       error. And thus they said "if you're leaning towards opting out,
       don't wait, do it now. Now is your best protection against
       accidentally ending up with the MAP for months.
       • Then the judge ruled that the city couldn't charge retirees
       for staying in their current supplemental plans and a lot of
       people who didn't think they could AFFORD to stay in their
       current plans ran to opt out.
       I see this refusal to continue to take opt-outs as an attempt to
       stem the bleeding, and create a future picture of "Only X
       percentage of people opted out of the previous version of the
       plan". A less cynical person might think it was because the plan
       will be significantly revamped and they don't want people to opt
       out of something they may end up wanting, but I am not that
       person at all, based on the moves so far.

       It's been awhile since I posted about this.
       So... having lost the primary biggest parts of the fight in
       court, the City has switched tactics... they are now trying to
       change the law that guarantees retiree health coverage and how
       it is enacted, both in coverage, and how it is decided. Some
       info on why they're pursuing this so hard here:

       And some of the public service union leadership is in on it,
       continuing to misrepresent what is going on to both retirees and
       active members. Retirees have been on a campaign for a few
       months now to inform active members what is happening - because
       this is their future if 12-126 (the change law) gets passed.
