He doesn't look like an elephant seal, maybe there are
differences between the Tasmanian and Californian. Or maybe the
poor guy is starving. Or, the seals near Hearst Castle are
especially big.

Nope! He's an adolescent. That's rumored to be the reason he's
causing such a kerfuffle each year. I guess he'll calm down by
the time he reaches adulthood?
