my yard is a war zone

The neighbor's small black cat regards my yard as an extension
of her territory, since I have no cat of my own.
Currently she is yowling at a tortoise shell from the relative
safety of behind a chain link fence. They are staring fixedly
at each other just yowling and waiting for a move. I'm not sure
where the tortoise shell belongs.

It seems to me the only way to handle this is to whip out your
phone and narrate, National Geographic style.

The dispute seems to be over for now. Both cats have departed
the battlefield.
