I don't understand why they tell people to discard vegetables
like this rather than cook them thoroughly and sanitize the
cutting surface. Or maybe that's too complicated for people or
a liability issue?

In my observation, generally food safety rules are usually set
at a high bar, because of all the variables they are dealing
with in terms of people's understanding, ability to follow
rules, temperatures at which fridges are actually set vs. what
it should be, etc. Whether there are other considerations wrt e.
coli I don't know, but I'd guess concerns about cross
contamination and possibility of vulnerable individuals in some
households are some.
eta: OTOH, I recently heard a report of some package product
that was being recalled because it didn't have an allergen
warning (wheat maybe?) The report gave the usual recommendation
to return for a refund or to trash. Now, the recall notice was
certainly urgent for people with those sensitivities. But for
those of us without? No action needed. So, yeah, a lot of it is
boilerplate.

I had some of the offending carrots - I tossed them, because
they were baby carrots, which I prefer raw for snacking. It was
first time knowingly dealing with recalled food, very exciting.
I think they tell people to toss because saying anything else
might make people ignore the recall or not take it seriously
enough.

I haven't checked my carrots to see if they're part of the
recall - I decided I will cut them up and roast them with some
other vegetables tomorrow because I'll be cutting up raw chicken
breast as well. So I'll be attentive to sanitation and then
bleach my wooden cutting board after (which I always do after
cutting chicken) so we should be good.
I did send a message to my DIL and son because I know their
toddler eats raw baby carrots. But my guess is that they are
aware of this. But moms worry...

Costco recently recalled about 80,000 pounds of butter because
it wasn't marked "dairy". The recall was voluntary, and Costco
let it be known that the butter is ok to eat for anyone who
doesn't have issues with
dairy. Unanswered was why butter needs to be so labeled.
