I have a Samsung S20, and it doesn't quite work this way.
However, I notice that the information in your link first
suggests getting an update, so I did that. I now have Version
3.0.25.37 of the Photo Gallery editor. A new horror has emerged
-- there are collections of images ("Stories") with AI (?)
generated labels. Most disturbing is the Story labeled Drinks --
I feel something like an invasion of my privacy realizing that
the camera (or the corporation behind it) knows that I take
pictures of interesting alcoholic beverages. I have turned off
Autocreate Stories and deleted the Stories.
Anyhow, back to the issue at hand. When I select a photo and tap
the pencil to edit, the three vertical buttons are on the
bottom. Tap that, then tap Resize (second from left icon at
bottom of popup), tap to select preferred size, then tap Done.
For my desktop screen, images about 900 pixels tall fill the
screen well without being too big -- this would be 40% when
starting with a full size landscape orientation image or 20% for
a portrait orientation image.
For my phone, there is no automatic Save As option. After
resizing, tap the three dots again and select Save As (left-most
icon at bottom of popup). The resized version of the image will
appear in the Gallery just to the left of its original. I have
seen that in some cases, when I am trying to attach an image for
uploading the list will show newly generated images first, so
the resized image would appear there, not next to the original.
I think this is the case for when I am posting to this forum
using the Chrome interface of my phone (I have not used a
forum-specific app)

Thanks for clarifying. I haven't updated, so mine still works
the easier way. Actually mine does require hitting "done" and
then the save button, but they're kind of obvious in my viewer.
I'll edit my original post.
