season come where they are applicable, those responsible are
expected to be aware of them

Section 1: Divisions, Promotion and Relegation
1.1 No Division can have more than 16 teams.
1.2 No Division can have less than 4 teams.
1.3 New Divisions will be made when all existing divisions have
at least 12 teams, and the new division has at least 4.
1.4 Teams with 8 or more teams shall be split into 2
conferences.
1.4.1 Those conferences shall be called HCD East and HCD West in
this Rulebook, although a Divisional Commissioner may name the
conferences whatever he or she wishes.
1.5 Each division will have its own Commissioner, Deputy
Commissioner, Director of Operations, Deputy Director of
Operations, Hosts, Officials, and Streamers.
1.5.1 It is not necessary for smaller divisions to have all
these staff positions open. The divisional staff positions shall
be opened by the HCD Commissioner or HCD Deputy Commissioner
when they feel it to be appropriate.
1.6 At the end of each season, teams will be promoted or
relegated based on their position in the final standings and
based on the number of teams in each division. It is possible
for a division to promote and relegate a different amount of
teams from one season to the next as a result of this.
1.6.1 If a Division has 4-8 teams, 1 team gets relegated and 1
team gets promoted
1.6.2 If a Division has 8-12 teams, 2 teams get relegated and 2
teams get promoted
1.6.3 If a Division has 12-16 teams, 3 teams get relegated and 3
teams get promoted
[size=16pt]1.7 Promotion and Relegation in a division with 4 to
7 teams, inclusive
1.7.1 Divisional Champion gets promoted, last placed team gets
relegated.
1.7.2 If there are only 4 teams in the Division, the semi-final
losers play in a 5-game series, with the losing team getting
relegated.
1.8 Promotion and Relegation in a division with 8 to 11 teams,
inclusive
1.8.1 Promotion
1.8.1.1 The team that finished first overall gains automatic
promotion.
1.8.1.2 The divisional playoff winner gains automatic promotion
1.8.1.3 If 1st overall won the Divisional Championship, the
semi-final losers play in a 3-game series. The winner of this
series plays a 3-game series with the runner up. The winner of
this series gets promoted.
1.8.2 Relegation
1.8.2.1 The last placed teams gets automatically relegated
1.8.2.2 The 2nd and 3rd to last placed teams play in a 3-game
relegation series, with the loser getting relegated.
1.9 Promotion and Relegation in a division with 12 to 16 teams,
inclusive.
1.9.1 Promotion
1.9.1.1 The team that finishes first overall gains automatic
promotion
1.9.1.2 The divisional playoff winner gains automatic promotion
1.9.1.3 The two semi-final losers play in a 3-game series for
the 3rd promotion spot.
1.9.1.4 If the team that finished first overall won the
playoffs, then the runner-up plays a semi-final loser chosen at
random in a 3-game promotion series. The loser of this series
plays the other semi-final loser in a 3-game promotion series.
The winners of both these series gets promoted.
1.9.2 Relegation
1.9.2.1 The team that finishes last overall gets automatically
relegated.
1.9.2.2 The teams that finish 2nd and 3rd to last overall play
in a 3-game series. The loser gets relegated.
1.9.2.3 The winner of the first relegation playoff plays the
team that finishes 4th to last in a 3-game series which has the
losing team getting relegated.
1.10 Promotion is mandatory; no winning team may choose to not
promote as it unfairly impacts league standings.

[size=18pt]Section 2: Playoffs
2.1 In a 4 to 7 team division, inclusive
2.1.1 Seeding shall be decided by final overall standings
2.1.2 Play-In round (best of 3):
1st vs 4th
2nd vs 3rd
2.1.3 Finals (best of 5):
Winners of the Play-In shall play in the Divisional Cup Finals.
Once this series ends, the winning team shall be handed the
Divisional Trophy (aka the ball).
[size=16pt]2.2 In an 8 to 11 team division, inclusive
Seeding is determined by final ranking within the conference.
2.2.1 Play-In Round (Best of 3)
Each Conference has their 2nd and 3rd seeds play each other in
the Play-In round.
2.2.2 Conference Finals (Best of 5)
The winning team from each conference Play-In play the 1st seed
in each conference in the Conference Finals.
2.2.3 Divisional Finals (Best of 7)
The Conference Final winners play in a 7-game series to
determine the Divisional Champion.
2.3 In a 12 to 16 team division, inclusive
2.3.1 Preliminary Round (Group Stage)
2.3.1.1 The top 4 teams from each conference enter the group
stage.
2.3.1.2 Group matches shall be played round-robin style, with
each team playing 3 matches
2.3.2 Conference Finals (Best of 5)
2.3.2.1 The top 2 teams of the group play in the Conference
Finals
2.3.3 Divisional Finals (Best of 7)
2.3.3.1 The two Conference Final winners play in the Divisional
Finals.[/size]

[size=18pt]Section 3: Goals, Assists and Match Reports
3.1 Goals
3.1.1 A goal shall be credited to the last player to touch the
ball before it crosses the goal line.
3.1.1.1 A goal is considered to be scored as soon as the [Team
Scores!] message appears.
3.1.2 In the event of an own goal, the last player to touch the
ball will be credited with the goal
3.1.2.1 A goal is considered an own goal if it was kicked or
pushed by a player into his own net, intentionally or
unintentionally.
3.1.2.1.1 Should the ball deflect of a player into his net, it
is not considered to be an own goal regardless of whether is was
going towards the net or not.
3.1.2.2 If no player touches the ball before an own goal (a team
scores on themselves from a kickoff), then no one shall receive
credit for the goal.
3.1.3 Should it say "Team Scores" and then immediately says
"Team is Victorious", the goal SHALL NOT COUNT.
[size=16pt]3.2 Assists
3.2.1 An assist shall be given to the second to last player to
touch the ball before his team scores providing the other team
does not obtain possession.
3.2.1.1 A team is considered to have possession when a player is
deemed to have possession of the ball.
3.2.1.2 Possession is declared once a player displays control of
the ball by either moving it or attempting to pass.
3.2.1.3 Judgment calls shall be made by the Match Reporter. The
decision of the Match Reporter can only be reversed by a Staff
Member or the Game Official.
3.2.2 All own goals are automatically considered to be
UNASSISTED.
3.3 Match Reports
3.3.1 All Match Reports must be written by the General Manager
or Assistant General Manager of the winning Team.
3.3.2 The Team Representative (Whoever sets the lineups) is
responsible for ensuring the recording of a match. He or she may
use any recording program, although it is recommended to use the
record feature of the HaxBall rooms.
3.3.2.1 The recording must be posted on a video sharing site
(i.e. YouTube, HaxballTube, etc), with the link being sent to a
Match Reporter within 48 hours of completion of the game.
3.3.3 Every Match Report must contain:
3.3.3.1 The lineups of both teams for all halves of play,
including overtime should overtime occur
3.3.3.2 The Goal Scorer of each goal
3.3.3.3 The Assist Receiver of each goal, if applicable
3.3.3.4 Whoever scored an Own Goal, if applicable
3.3.3.5 The Time of each Goal and Substitution
3.3.3.6 Substitutions, if applicable
3.3.3.7 The Scores at Half Time and Full Time
3.3.3.8 A link to the Match Replay
3.3.3.9 The name of the Certified Match Reporter
3.3.4 All Match Reports must be written and submitted by Monday
at 11:59 PM each week.
3.3.5 If a Match Report is not submitted by 11:59 PM on Monday,
a Yellow Card shall be awarded to the Winning Team.
3.3.6 If the Match Report is not submitted by 11:59 PM on
Tuesday, a Red Card shall be awarded to the Winning Team. As
well, the result shall not stand and it shall be recorded as 0-0
and appear as losses on the team records.
3.3.7 Match Reports may be submitted through the template
provided or through the Match Reporter feature. Template Match
Reports must be posted in the appropriate board. Teams that use
the Match Reporter must notify the Game Official that they have
submitted the Match Report through the Match Reporter.
3.3.8 Should a team encounter any sort of problem with the match
reporter or haxball replay software, the team must contact an
admin who will then use the official match replay to ensure the
match report is completed. Note that if the MR is declared to be
done by an admin then the team shall receive no penalty should
it not be up on time.

[size=18pt]Section 4: Player Conduct Policy
4.1 The "Golden Rule":
All Players are expected to show respect towards other players,
GMs, Admins and to the League as a whole. Players are expected
to respect the requests and demands of the HCD Staff at all
times. Refusal to do so may, depending on context, result in
suspension or ban. Longer suspensions and/or bans will be given
to repeat violators of this rule.
Showing disrespect to other players, GMs, Admins, or the league
as a whole may result in supplemental discipline as decided by
the HCD Staff. Infractions include, but are not limited to
insults, threats, purely negative rants, hate mail, hate posts
and posts or topics that are made in a purely negative fashion.
4.2 In Game
4.2.1 Macros
4.2.1.1 A player may not use a macro.
4.2.1.2 Players found to be using macros will be suspended

4.2.2.1 A player may not have a multi.
4.2.2.2 Any player found to have multiple accounts will be
summarily banned
4.2.3 Mercs (playing for a team that is you are not on)
4.2.3.1 A player cannot merc.
4.2.3.2 Any player that is found to be mercing will be suspended
4.2.4 The Chat Box
4.2.4.1 A player may not spam.
4.2.4.2 Should a player be considered to be spamming during a
game, he will be asked to stop. Should he not stop, the Official
shall kick him (see 4.2.5)
4.2.4.3 No player may abuse another player via the chat box. Any
player found to be doing so will face disciplinary action as
determined by the League Commissioner
4.2.5 Kicking/Banning
4.2.5.1 No player or GM can kick or ban another player in the
game room.
4.2.5.2 EXCEPTION: If a player is not on either team playing and
is not a Host, Streamer or Official, he shall be kicked from the
game room.
4.2.5.2.1 A player shall be kicked if his GM kicks him because
of room size (no team can have more than 5 players in the room -
if a team has 6 they should open a waiting room or tell the
kicked players to wait in XAT)
4.2.5.3 Anyone found to have kicked or banned a player on a team
currently playing in that game room will be suspended
4.2.5.4 Only the Appointed Game Official or a Commissioner
(Divisional or League) may kick or ban a player.
4.2.6 Lag
4.2.6.1 No player can deliberately lag a room.
4.2.6.2 No player can DDOS a room
4.2.6.3 Any matches interrupted by lag or by a DDOS shall have
the game room re-hosted and the half that was currently being
played shall be replayed entirely
4.2.6.3.1 Any half to be replayed due to lag must be supported
by clear evidence of enough lag that the match cannot be
declared fair play. This call is to be made by the General
Managers and Game Official.
4.2.7 Ragequitting
4.2.7.1 Players may not ragequit
4.2.7.1.1 Ragequitting is defined as leaving and not rejoining
within 30 seconds
4.2.7.1.2 Ragequitting status on a player may be removed upon
revision of the match
4.2.7.2 Players who repeatedly ragequit shall be suspended and
banned if necessary
4.3 On the Forum
4.3.1 XAT / IRC
4.3.1.1 No player can spam the XAT or IRC. Should a player be
spamming, he will be kicked or banned on XAT or IRC
4.3.1.1.1 A player is considered to be spamming if he is posting
useless comments repetitively interrupting the conversation that
was going on and has been asked to stop.
4.3.1.2 No player can abuse another player through XAT / IRC.
Any player thought to be abusing another player will be banned
from XAT / IRC and may face disciplinary action as determined by
the League Commissioner
4.3.1.2.1 A player is considered to be abusing another player
when he or she is posting repetitive insults towards another
player even after being asked to stop by the other player. If
the other player does not ask for the abusing player to stop, no
disciplinary action will be taken.
4.3.1.3 GMs get mod on XAT
4.3.1.4 HCD Staff get owner on XAT
4.3.2 Posts / Topics
4.3.2.1 No player shall post or start a topic which directly
insults another player
4.3.2.1.1 Posts / Topics in violation of this Rule should be
reported and the HCD Staff will take appropriate measures
4.3.1.2 Players who post posts or topics repetitively and has
been asked multiple times to stop shall face disciplinary action
as determined by the HCD Staff. The minimum suspension for this
offense is 2 games.
4.3.3 PM
4.3.3.1 No player may abuse another player through PMs. Any PMs
that are found offensive or abusive should be forwarded to the
League Commissioner, who will make a ruling. Disciplinary action
will follow as decided by the League Commissioner.
4.3.4 Retiring / Hall of Fame
4.3.4.1 If a player wants to retire and leave HCD, he must place
a formal retiring topic in the Retired Players board.
4.3.4.2 Outstanding people in HCD who have been Retired for at
least 2 seasons are eligible for induction to the HCD Hall of
Fame.
4.3.4.2.1 Hall of Fame inductees will be voted in by the General
Managers.
4.3.5 Suspensions / Banishments
4.3.5.1 Rule Violations brought to the attention of the HCD
Staff shall be considered for suspension / banishment
4.3.5.2 Any Staff member may suspend a player at any time
providing he has good reason
4.3.5.3 The length of the suspension or ban shall be determined
by the Staff member who suspends or bans the player
4.3.5.4 Upon the announcement of the infraction, the player has
48 hours to defend himself in the Player Defense Board
4.3.5.5 The length of the suspension or ban may be changed by
the admins any time within 48 hours of the announcement of the
infraction
4.3.5.6 Suspended players shall have access to the forum and all
of their regular boards and permissions unless stated otherwise.
They shall only not be permitted to play HCD League matches
(they may partake in scrimmages or friendlies).
4.3.5.7 A Suspension or ban is not an excuse for failure to do a
Match Report or fulfill any other normal duties the player may
have.
4.3.5.8 Once a final call is made, it cannot be altered unless a
consensus is reached among all staff members.
4.3.6 Impeachment
4.3.6.1 A General Manager and his Assistant General Manager
shall be impeached should their team obtain 10 or more points
deducted from Yellow and/or Red Cards or a majority vote of 55%
is acquired in an impeachment poll
4.3.6.2 A HCD Staff member shall be impeached and replaced if he
is deemed incompetent.
4.3.6.2.1 In order for a General Manager or HCD Staff be deemed
incompetent, a formal complaint must be made to one of the Staff
member's superiors.
4.3.6.2.2 A majority vote of 75% amongst all HCD members is
required to impeach a Staff member
4.3.6.3 The League Commissioner can only be impeached if a 85%
majority vote amongst all HCD members is achieved.
4.3.6.4 All Impeachment Polls are to be put up by a Commissioner
(Divisional, Deputy or League)
4.3.6.5 If an Impeachment Poll results in the General Manager or
Staff Member not being impeached, a minimum of 7 days is
required before a new poll is put up.
4.3.6.6 Once a poll is put up, users shall have 3 days to vote.
4.3.6.7 A successful impeachment vote may be appealed and
reversed in a private 75% majority vote among HCD Staff members.
4.3.7 Advertising
4.3.7.1 Other leagues / organizations may only advertise with
permission from a staff member
4.3.7.2 Advertisements put up without permission shall be
summarily removed.
4.3.8 Rulebook Changes
4.3.8.1 Suggestions to change / add to the Rulebook must be made
in the appropriate board
4.3.8.2 All Suggestions will be considered, and accepted changes
will take effect at the appropriate time
4.3.8.3 The HCD Staff have the final say on any changes put into
effect, and their word is final
4.3.8.4 Spammers in the Rulebook section / people who bump their
posts will have their suggestions removed
4.4. League Structure
4.4.1 New Team Applications
4.4.1.1 Players making new teams are to respect the 16 team
maximum per Division restriction.
4.4.1.1.1 Requests for teams to be made in full divisions will
be ignored.
4.4.1.2 Players making new teams are to respect the 4 team
minimum per Division restriction.
4.4.1.2.1 Requests for new divisions to be made with less than 4
teams will be ignored.
4.4.1.3 New Teams may be formed any time during a Season, but
they will only officially be added during the offseason.
4.4.2 Changes to Team Name, Logo, Color, etc
4.4.2.1 All team name, logo and color changes must be approved
by the League Staff.
4.4.2.2 Any names / logos / colors that are deemed to be
inappropriate, insulting of offensive to any member in any
fashion shall be rejected, regardless of the staff vote.
4.4.2.3 Teams can only submit name, logo and color changes
during the off-season.
4.4.2.4 Approved changed will be effective immediately.
4.4.2.5 Change requests should be made in the appropriate board.

[size=18pt]Section 5: Games
[size=16pt]5.1 Players
5.1.1 Games are to be played 3v3
5.1.1.1 However, teams may play with only 2 players if the do
not have a third.
5.1.2 Any team that cannot field 2 players automatically
forfeits the game 3-0
5.1.3 If neither of 2 teams playing can field 2 players, both
teams are given 0 points in a loss.
5.1.4 A team can request the other team to wait up to 15 MINUTES
after the scheduled start time for players
5.1.4.1 Requests asking for time to get players must be
respected as a sign of respect and proper sportsmanship.
5.1.5 Any team that either does not host or has 0 players show
receives a Yellow Card.
[size=16pt]5.2 Host and Officials
5.2.1 All games are to be hosted by an official HCD Host
5.2.2 All games are to be officiated by an official HCD Official
5.2.3 All streamed games are to be streamed by an official HCD
Streamer
5.2.4 Hosts or Officials can play in a game only if their team
would have to forfeit the game otherwise
5.2.5 The Official is responsible for checking players codewords
5.2.6 Division A games shall have a host and official designated
by the Director of Operations and League / Divisional
Commissioner respectively.
5.2.7 Should a Division B match not have an official present, a
GM may take upon this role.
5.2.7.1 The official is responsible for pausing and/or stopping
the game at appropriate times should they occur and is
responsible for making substitutions. The Official should be
spectating for the duration of the match.
5.2.7.2 Should there not be enough people in the room to have a
spectator official, the match shall be played without an
official. In this event, both GMs should be recording and only
pause the game upon agreement or due to imposed rules such as
players leaving.
5.2.7.8 Should a Division B match not have a designated host or
the host is deemed to have poor connection, the Home Team must
find a new host.
5.3 Gameplay
5.3.1 Every game shall contain at least 4 parts:
5.3.1.1 A 60 second lagtest
5.3.1.2 A 5 minute first half
5.3.1.3 A MAXIMUM 90 second break, unless the Official warrants
more time
5.3.1.4 A 5 minute second half
5.3.1.5 Another maximum 90 second break, unless the Official
warrants more time followed by Golden Goal Overtime.
5.3.2 Games shall be played on the "Big" map
5.3.2.1 Games played 2v2 may be played on the "Classic" map upon
the consent of Both General Managers and the Official should one
be present.
5.4 Forfeits
5.4.1 A Forfeit occurs when:
5.4.1.1 A team fails to field 2 players (3-0 forfeit)
5.4.1.2 A team stops the game mid-game or mid half (score
remains the same with individual stats counting.
5.4.1.3 A player leaves the room and does not rejoin the game
within 30 seconds, and leaves him team with less than 2 players
at the next intermission (3-0 forfeit)
5.4.1.4 It is found that a player is using a macro (5-0 forfeit)
5.4.1.5 A team subs illegally (illegally subbing team gets a
Yellow Card and loses the game - even if it means adding goals
to the credit of the other team - stats count for both teams
5.4.1.6 A player leaves to end the match and it is viewed as an
intentional leaving to end the match. Goals will be added to the
other team to give them a win, and the forfeiting team shall
receive a Yellow Card.
5.4.1.7 Two Forfeits in one week will get that team a Red Card
5.5 Mercy Rule
5.5.1. Should a team by winning a game by 10 goals at any point
in the game, the game ends immediately, by Mercy Rule.
Individual Stats are counted for games that end by Mercy Rule.
5.5.2 It is the responsibility of the Official to end the game
one a lead of 10 is achieved. If it is found in post that the
Official miscounted, the result when the Official ended the game
shall stand, regardless of the score.
5.5.3 If it is deemed that the Official prematurely ended the
game in order to influence the results, the game shall be
replayed on a later date and the Official shall have his
Official status revoked.
5.6 Games may be played on Thursdays, Fridays, Saturdays and
Sundays at 8:00 PM or later. Official games are Thursdays and
Sundays, but agreed replayed matches may be played on Fridays or
Saturdays provided a Host and Official are present.
5.7 If a player wants a game postponed, he must file an official
request in the appropriate thread with at least 12 hours notice.
The HCD Staff shall then make a decision on whether to postpone
the match or not.
5.8 Game Complaints
5.8.1 If a team has a game complaint and wants the game to be
replayed, they must file an official request in the appropriate
thread clearly stating the reason as to why they feel the game
was conducted in an unfair manner. The HCD Staff shall review
the case and make a decision on the matter.
5.8.2 The decision of the staff is final
5.9 Substitutions
5.9.1 Teams can make a substitution during any break in gameplay
(between halves)
5.9.2 Should a player leave the room mid-game, the game shall be
paused for 30 seconds by the Official. Should a goal be scored
before the Official can pause the game, it shall not be counted.
5.9.3 Should the player not rejoin, the team is allowed to sub
in another player, should they have one. Should the team not
have a replacement, they must finish the half 2v3.
5.9.4 If enough players leave to leave a team with less than 2
players, the match automatically ends
5.9.4.1 If a player leaving is deemed to be a deliberate act to
end a game and he or she was on the winning team, the other team
shall be credited with as many goals as necessary to obtain a
win.
5.9.5 Should a player go AFK for longer than 30 seconds, he is
considered to have left the room.
5.9.5.1 It is up to the Official to make this call and determine
when the match should be called, if necessary.
5.9.5.2 If a player says that he is going AFK and is gone for
more than 30 seconds and his team has only 2 players in the room
including the AFK player, the match automatically ends in a
forfeit.
5.9.5.3 3 goals shall be added to the other team who shall be
credited with the win.
5.9.5.3.1 If necessary, more goals shall be added to the credit
of the winning team,
[size=16pt]5.10 Codewords
5.10.1 Every player shall receive a list of Codewords at the
beginning of the season and anytime upon request to a Codeword
Manager.
5.10.2 Every player is expected to show up to a game room with
their codeword ready
5.10.3 Failure to issue the correct codeword will result in
ineligibility to play.
5.11 Results
5.11.1 A Winning team shall be granted 3 points on the Standings
5.11.2 A Losing team shall be granted 0 points on the Standings
5.11.3 Should a Match go into Overtime, both teams shall be
granted 1 point
5.11.4 The Winner of the Sudden Death Overtime shall be granted
an additional point
5.11.5 Team that commit infractions that result in a Yellow Card
shall be penalized 1 point per Yellow Card received
5.11.6 Teams that commit infractions that result in a Red Card
shall be penalized 2 points per Red Card received

[size=16pt]6.1 Draft and Draft Lottery
6.1.1 At the end of every season, a team can keep up to 3
players.
6.1.2 All non-kept players are eligible to enter the draft pool
6.1.3 Players may request a release before the keeper deadline
by notifying their GM or AGM and the HCD Robot
6.1.4 The draft is a snake draft.
6.1.5 Example of a draft in a 10-team division
ROUND 1: 10TH - 9TH - 8TH - 7TH - 6TH - 5TH - 4TH - 3RD - 2ND -
1ST
ROUND 2: 1ST - 2ND - 3RD - 4TH - 5TH - 6TH - 7TH - 8TH - 9TH -
10TH
...
6.1.6 Prior to each draft, there will be a Draft Lottery. The
winner of the Draft Lottery shall move up by 3 positions in the
Draft.
6.1.7 The 6 lowest ranking each have a chance of winning the
Draft Lottery every time
6.1.8 The Draft Lottery shall be conducted by rolling 2 10-sided
dice, with one being considered to represent the tens column and
the other representing the ones column. A 10 rolled would be a
0. Double zeroes is considered to be 100.
6.1.9 The weighting is as follows:
6.1.9.1 Last Place: 35% (1-35)
6.1.9.2 2nd to last 24% (36-59)
6.1.9.3 3rd to last 19% (60-78)
6.1.9.4 4th to last 13% (79-91)
6.1.9.5 5th to last 6% (92-97)
6.1.9.6 6th to last 3% (98-100)
6.1.10 Should there be less than 6 teams in the Draft Lottery,
the higher numbers shall be ignored, and should one of them be
rolled the dice shall be re-rolled.
[size=16pt]6.2 Promoted and Relegated teams
6.2.1 Promoted teams are considered to be the lowest ranked
teams of their new division. They are placed in the same order
that they finished the season in. Example: 1st and 2nd get
promoted. 2nd has highest chance of winning the Draft Lottery,
and 1st has 2nd highest chance.
6.2.2 Relegated teams are considered to be the strongest teams
in the division and get the lowest picks.
6.2.3 Example of a 10 team division with 2 promoted and 2
relegated teams, ignoring the Draft Lottery
Round 1:
Promoted team 2 (2nd in old division) - Promoted team 1 (1st in
old division) - 8TH - 7TH - 6TH - 5TH - 4TH - 3RD - Relegated
team 1 (last in old division) - Relegated team 2 (2nd to last in
old division)
6.3 Expansion teams get last pick
6.4 All Players go into the same draft pool.
6.5 If a team has gained or lost picks and gets promoted or
relegated, it will lose their pick in the round that they have
traded away the pick and will gain an extra pick at the end of
rounds in which they gained picks.
6.6 Teams that received picks from a team that was promoted or
relegated will gain an extra pick at the end of the round(s)
that they gained picks in.
6.7 Roster Limit
6.7.1 The Roster Limit is 9 for all teams in all divisions
6.7.2 The GM must be on the roster
6.7.3 The AGM must be on the roster
6.7.4 If a team is over the roster limit 1 hour before any game,
they automatically forfeit the game 3 - 0
6.7.5 Requests to drop a player must be submitted to the HCD
Robot.
6.7.6 If the request to cut a player was make more than 1 hour
before the game, but the rosters were not updated accordingly,
the match shall not be forfeit but the cut player(s) may not be

8.1. Affiliating Teams
8.1.1 Teams can only be affiliated in the Offseason
8.1.2 Teams can only be affiliated upon approval of
8.1.2.1 Both General Managers in the Affiliation
8.1.2.2 The Divisional Commissioners
8.1.2.3 The League Commissioner
8.1.3 Affiliation Requests must be submitted to
8.1.3.1 The Divisional Commissioners
8.1.3.2 The League Commissioner
8.1.4 All Affiliations, once confirmed, are put in effect
immediately
8.1.5 All Affiliations last 1 Season
8.1.6 A team can only be affiliated with a team that is in the
Division directly above or below them
8.1.7 At the end of a Season, all existing Affiliations are
broken
8.1.8 Once an Affiliation is confirmed, it cannot be broken
until the Offseason
8.1.9 Should it still be legal, an Affiliation can be renewed
upon consent of both General Managers
8.1.10 Both General Managers are treated as equals in an
Affiliation; neither General Manager can veto the decision to
move a player.
8.1.11 Affiliated teams cannot trade draft picks
8.1.12 Affiliated teams cannot trade players
8.1.13 A team is not forced to be affiliated, it is the choice
of the General Manager
8.1.14 Should a General Manager be impeached during the course
of a season, the replacement GM shall take over in all
affiliation actions
[size=16pt]8.2. Moving Players
8.2.1 A player may be moved on any day and the player shall be
eligible to play providing the give the HCD Robot time to
process and complete the request (requests for player movements
should not be made within the hour before gametime)
8.2.1.1 A special exception is made after the Draft but before
the first gameday in which team can send down players to get
within the roster limit.
8.2.2 After being moved, a player must wait at least 7 days
before being eligible to go back to his old team, even is he was
traded
8.2.3 A player can only be moved upon consent of both General
Managers
8.2.3.1 The Assistant General Manager can also approve a change
8.2.4 Both General Managers (or Assistant General Managers) must
PM the HCD Robot stating which play(s) are being moved between
teams
8.2.5 After being moved, a player can play immediately
8.2.6 A player will play in the Playoffs for the team that he
has played more minutes for. If it is tied, the player decided
which team he wishes to go on.

[size=18pt]Section 9: Waivers, Free Agency and Trading
9.1. Waivers
9.1.1 A player is only considered to be in Waivers once he has
posted in the Waiver board.
9.1.2 Should HCD consist of multiple divisions, Division A shall
have a 48 hour period in which only Division A teams may place
claims on the player
9.1.3 Once those 48 hours are up, any team may place a waiver on
the player.
9.1.4 Once a player has gone through 5 Waiver Runs, he is put
into Free Agency.
9.1.5 Waivers are run every day at Midnight
9.1.6 If multiple teams have a Waiver placed on a player, the
team with the higher waiver gets the player
9.1.7 Once a team obtains a player through waivers, their waiver
position is put at the bottom
9.1.8 To place a Waiver, the GM or AGM of a team must replay to
the Waiver thread saying "Waiver Placed"
9.1.9 All Waiver threads must be made before 6:00 PM to be
considered legal
9.1.10 If a Waiver thread is made after 6:00 PM, waivers will
not be run on the player that night
9.1.11 A team can place, and therefore can sign, up to 3 Waivers
a day
9.1.12 Waivers placed CANNOT be removed
9.1.13 All Illegal Signings of players will result in a Yellow
Card for the team, as well as the team's Waiver spot being moved
to the bottom of the list. As well, the signing will not count.
9.1.14 If multiple teams sign players in the same day through
waivers, the one who had the higher waiver spot before the
waiver run shall be placed highest among those who signed
players
9.2. Free Agency
9.2.1 A player is moved into Free Agency once he has passed
through 5 Waivers without a waiver being placed
9.2.2 Players in Free Agency can be signed by any team, at any
time without penalty to their waiver position
9.2.3 To place a claim on a Free Agent, the GM or AGM must
replay to the FA thread saying "Claim made"
9.2.4 Once a team makes a claim, other teams have 12 hours to
make claims
9.2.5 A player must wait a minimum of 3 hours before joining a
team
9.2.6 The player chooses by replying "I select to join [TEAM
NAME]" at any time he wishes providing 3 hours have passed. The
player may not change his mind, once he decides it is final.
9.2.6.1 Should a player select a team before 3 hours have
passed, the player must re-choose his team once the 3 hours have
passed if another claim was made between the time of the FA
choosing a team and the 3 hours. If no other team makes a claim,
he is signed once the 3 hours expire.
9.2.7 All Illegal Signings of players will result in a Yellow
Card for the team, as well as the team's Waiver spot being moved
to the bottom of the list. As well, the signing will not count
and supplemental discipline may be imposed on the team and/or
the player.
9.3 Trading
[size=14pt]9.3.1 Affiliated teams may not trade with each other
9.3.2 Trades may be made between divisions
9.3.3 Trades may include players and/or draft picks of the next
3 seasons
9.3.4 Conditional trades are allowed
9.3.4.1 Trades with specific conditions must be approved by the
HCD Staff and must be stated clearly on the trade topic
9.3.5 Trade requests must be made to the HCD Robot
9.3.6 Draft picks traded will only be taken into account at the
next draft
9.3.7 Trades involving picks that a team no longer has (already
traded away) shall be rejected
9.3.8 Trades deemed to be too one-sided shall be rejected
9.3.9 The player movement cool down period is not affected by
trades.

Final Note: All rules are subjective and exceptions may be made
by the HCD Staff depending on context and circumstance. The HCD
Staff have the right to grant exceptions for any rule at any
time provided they have reason to do so.
