hint is a bit of a time consumer
so use the highest leveled character
you have that doesn't have any of
       the S.P.E.C.I.A.L. bobble heads (You
also need "Broken Steel"). You need
to level up to level 30 without
       collecting any S.P.E.C.I.A.L. bobble
heads and chose the "Almost Perfect"
perk and then and only then can you
       start collecting S.P.E.C.I.A.L. bobble
heads when your done you should
       have perfect stats!
