Someone told me that we don't have to do 7.38 for tomorrow. Is
this true?

That is not true. 7.38 tomorrow, and 7.60 for Tuesday.

In 7.60 for part a are we just supposed to draw a free body
diagram? Or is there something more we're supposed to do?

Free Body Diagram would work fine, same thing for part B.

I'm getting a negative normal force for the top of the loop, but
that can't be right.
I have F=ma set up, and then I solve for centripetal
acceleration and get a centripetal force of 140, but the
gravitational force of the coaster is 686. Where have I made a
mistake?

just imply a Direction. Just take the magnitude of that force,
and you got it
