       sending messages to non friends

       hi, i have been on to the devs regarding the issue of not being
       able to send messages to non friends.
       the response i got is
       Yes this is the case, you can only send a Raven or Favor to a
       friend in the game. You can send certain pre-defined Ravens,
       like friend requests, to non-friends in the game.

       That's just lazy. You should be able to form treaties with other
       Alliances through ravens. I swear DB is more lazy than they are
       productive. So many glitches in this game. As it is I need to
       reload the game any time I exit the Alliance page in order to re
       access it. And that happens on both Chrome and Firefox for no
       apparent reason.
