Cities development

Both cities have tram networks.
The east city system is very old and extensive. Most of the
trams are older, probably 1960, with additional trams from
eighties and some modern low floor builds, articulated. These
are restricted from the narrower and tighter routes.
The city probably has a Vienna like feel. Architecture is
gothic/Victorian around station and the main centre on river
banks. To the north is art nouveau, fading into more modern
architecture. The old town is medieval timber frame and
chocolate box houses with winding narrow streets. It slopes up
to castle with many stairway alleys.
Clocks, musical instruments and the like are classic industries.
Modern suburbs spread out into valleys, giving way to occasional
large Swiss chalets, one or two together and the occasional
hamlet. The middle valley has a mixture of light industry and
modern settlements. The airport is also here.
The other city is more modern and focused on business, including
finance. The architecture is extensively art deco, followed by
post modern. The rest is formed of modern architecture. Unlike
other cities new buildings are vetted to maintain character of
city.
it has a very crisp clean feel with a generally grid layout and
lots of green space. It is pleasant but occasionally a little
soulless.
It's tram network dates from eighties and most trams are from
this period, with some newer units, although these are still
boxy in appearance. The are only a few lines, maybe around 6
supplemented by the light rail lines. It is very efficient with
good levels of separation, making use of the wide streets. It is
all, or nearly all, over ground but makes extensive use of dive
users at junctions.

I was imaging something smaller I think as it sounds quite an
extensive city.
However that doesn't really matter and what you have described
sounds great.
Is it quite a hilly city.
The Western city sound's a good contrast and the LRT/tram
system, sounds perfectly suited to it.

The castle hill sounds like a good place for a funicular.
I could see an on-street funicular like the ones in Lisbon:

Elevador da Bica is my favourite. If you like the idea it should
definitely pass under a building, through an archway or start in
one.
Obviously would have more of a Swiss feel to it and would have
older Cars.
A Great Orme stlye tram could also work but I think one of these
type would be more orginal

not sure exactly of size but thinking about it there should be a
couple of decent sized cities in the region. as i said Edinburgh
but maybe bigger? you should be able to get rough idea of
geography from that map. it sits in between mountains and the
only significant hill is the old town. probably volcanic or
glacial, probably starts to slope at base of mountains but there
too step to permit building higher up, instead the city spread
into valleys. do you want a swatch at w.i.p. map mkii?

might be useful to see MK2. The 'Island' areas where the city
centre is would be quite flat I'd imagine, but where the valley
narrows would be steeper and V shaped- So not hilly but fairly
steep in parts?

Just another idea.
A railway going up the castle hill to a view point above the
city. Maybe funicular or cog.

the valleys are U shaped so fairly flat. the middle one
eventually goes to glacier (more to come on that) but at this
point wide and flat. (actually widest of 3). the island is only
old town. attached a quick sketch, should help. undulating would
prob be best description of city but its pretty tame. the
tunnel bit comes from Prague. the bridge across to old town is
impressive. castlelated with a gatehouse 'landside'
l like idea of making more of that castle, maybe a garden
observatory and such. would be more inclined toward fernicular
or cable car. perhaps we can come up with something unique?:

Ah ok thought it would be a V shaped valley for some reason,
understand better now.
Maybe some sort of cable towed railway?
The funicular up to the castle makes sense as it's a way to get
tourist up to the Castle
