[APPROVED]Suggestion for the Hitman Agency.

All of the Hitman Agency would completely love it if we had the
/hbadge command, this is what it does.
Example: /hbadge FBI. /hbadge NOOSE. /hbadge LSPD, and so on.
The /hbadge command would be very useful so we could pose as any
LEO Faction to lure the victim in.

When I led the Hitman Agency, we didn't had it, so I would like
the current Agency to have it, as long as they will not abuse it
as well.

Actually, the command was made a couple days ago. Way before
