       Add 'worked and paid bills' to 'not someone who has ever been
       homeless'.

       They didn't say anything about banning alcohol and drugs at the
       ranch, or searching people getting on the shuttle bus. Either
       they didn't consider that (unlikely), or they're realistic
       they're not going to stop people who don't want to stop.
       So it seems the idea is, get your drugs and booze and go back to
       the ranch, or the new policing of loitering etc they mentioned,
       will get you arrested. Police will probably just drive them to
       the ranch anyway.
       They mentioned drug and alcohol rehab services, but does that
       include detox? It would be needed.
       I have no idea what proportion are not **** addicts, who ended
       up unable to pay their rent or mortgage, but I'm sure it's not
       insignificant. Some people might not even have some unexpected
       emergency like getting laid off, or head gasket blows, or an
       illness and they just couldn't make ends meet when rent went up.
       If your rent goes from 400 to 500 a week and you make 800 (just
       a guess at the after tax take home for the avg wage),
       you could be in trouble with the inflation and lose your home
       even if you didn't lose your work.  I'm sure that cohort of
       homeless would prefer having all the facilities.
       Is the architect of the scheme going to pay themself at least
       half a mil a year out of the funding? You can BET on that
