Those headlines are not even currently happening temporary
outages and the overall world bulb has been brightening over the
past decade. Billions of people who did have unreliable
electricity and regular outages, now have the same service we
have taken for granted.
That does not mean the growth in generation and consumption is
sustainable, but pointing to Texas going out for a few days
almost a year ago and Iran joining its allies in clamping down
on crypto mining do not point to any significant slice of world
electric output being offline at one time, even temporarily.
I couldn't download the graph of India's consumption from wiki,
but it's gone from 422 in 2002 to 639 in 2014, the last year
available. That's about 30% more in only 12 years, Africa and
Asia would be similar. In what we call the developed world,
blackouts here and there have not even become regular.
The electric grid is necessary for the control grid, plans are
to keep consumption in line with capacity, sustainably.
Following obituaries and excess death over time is going to show
something, because those outages really are permanent.
I said more or less. The timeline is off by about 10 years.
Electricity consumption is up yes, but a significant amount goes
to crypto mining and semiconductor manufacturing. Without
having a record of the lumens being emitted each day, there is
no way to determine how bright the bulb is.
SHOW ME THE LUMENS!

Short answer... Yes. I do support legislation that makes sure
end of life is funded by the industry. The article reads like
the representative is trying to stick it to the solar industry
though. Best way of recycling them is reselling them for other
uses. After 25 to 30 years most panels will still be producing
80 percent of their original sticker ratings; perfect for the
used market. The array at the build site has 12 x 60 cell panels
from many sources including 6 that were recycled from a solar
farm that upgraded it's panels.

Well, assuming the panels survive 25 years of storms, floods,
wildfire and tornadoes, you may still get 80% out of them to
sell into the used market. But are your cells producing enough
energy to replicate the original ones AND produce excess energy
to supply the population with their needs?

RE
according to the numbers I have seen the embedded energy
in the panels is now down to 4 years production under average
conditions. There is a lot of grey in there though. The ones
produced in the Southern EU, Japan and South Korea score really
high in terms of short payback. The cheapest Chinese ones made
with slave labour using coal... Not so much.
That means assung a 25 year lifespan gives you a 6 to 1 return
on energy .. not oil in the 50's but better then 2 or 3 to one
which was when most green energy numbers were at say a decade
ago...

If they can self replicate and produce enough surplus for the
energy consumers, that would be a game changer.
what I will look on and see is what happens to those
panels they recycle. Theoretically them should be able to melt
them and reform ingots and start all over again...
