Warhammer 40,000 Narrative league

Alright every one, I've got the first draft of the 40k narrative
league rules ready for every one to take a look at. This is a
collaborative effort so throw out what ever suggestions you
have.
Things to keep in mind are to avoid making it overly complex,
(For instance ideally we can keep the book keeping limited to
tracking avatar stats and noting who owns which zones. ) and to
avoid changing the game so much that we're not actually playing
6th ed 40k anymore.
I'm sure I missed some things in this document so let me know if
you catch anything obvious or that you think should be
addressed.
One other reminder, we've been holding off until after the chaos
codex to start the campaign, so anytime after the 6th we'll be
good to go as soon as every one is happy with the rule set.

In the interest of knowing: I plan to play Guard. A lot of
these enhancements will be very difficult to get to with my HQs.
If that's so, then fine, the Guard is the faceless masses, not
individuals. But let's say I want to include an Inquisitor HQ
from the Grey Knights book, or a Tau Crisis Commander. Would
this be possible in the first place (narratively, Guard
appropriated by the Inquisition, or rogue Guard from the
Damocles Gulf like the Gue'vesa fluff from the Tau 3rd ed book).
If it would fly, I would of course take a squad of Fire
warriors or a squad of Grey Knights per the Allies rules in
every game. Just wanting to know what the options are.

I tried to come up with a lot of achievements that would
accomodate guys that don't necessarily lead from the front.
Stuff like holding objectives for instance is feasible so long
as your HQ is part of the squad holding any objective on the
board. That said, feel free to suggest to me some sensible
achievements you think back line HQs would be able to achieve. I
want you to be able to skill up your guy and still play the army
you want to play. I assumed there would be some working together
between everybody to come up with a rule set that was fair to
every one.
On the issue of taking HQs from other Codexes, I'm trying to
break the actual 6th ed rules as little as possible, just to
keep things from getting complicated, and you'd sort of be
forced out of playing a lot of guard if they were just allies.
If the option above doesn't work out for some reason I'm sure we
can get every one to agree with you getting some kind of
inquisitorial or tau commander, it really doesn't feel like much
of a stretch for what we're trying to do.

choices, where would you like those?

Rough, not thought out ideas:
Reroll 1 reserve roll per game. (Steal the Initiative?)
Reroll 1 outflank roll per game. (Win the mission where fast
attack units are scoring X times)
Reroll deployment map (Achieve Linebreaker X times)
Warlord can designate one elites choice as a scoring unit. (no
idea about how to work a milestone for this one). I'm thinking
of stealth/crisis suits for Tau or Guard stormtroopers, for
example.

@ Jarrod, those seem fine to me, for the last one I'd suggest
win a mission where heavy support or fast attack count as
scoring units.

My idea for my Inquisitor warlord is to use my Cypher model (at
last, ha). Using the Inquisitor rules, bolt pistol and daemon
sword to start with. Fluff it like the Eisenhorn books, in a
way. Good guy that stupidly uses bad tools.

@ matt c : sorta playing it by ear, sooner is better, I'd like
to start up in the next couple weeks or so, use the sundays
opposite of the journeyman league as the official meet up times.
Looking to get about 10 confirmations before I start, I'm at 7
or so now.
@ Jarrod : Other than the HQ you're basically just wanting to
play guard right? Honestly if it doesn't bother any one else it
doesn't really bother me considering what we're trying to
accomplish here.
