I was attending a nearby wedding late in the evening. Parking in
the area is extremely limited and at the time there were several
other vehicles parked on the same grass verge (visible in the
council photos). I am in this area regularly and it is common to
see vehicles parked there, with no enforcement, which is why I
am seeking advice.
Details:
PCN issued by Barnet for contravention 62G (wheels on grass
verge).
Original PCN location stated only “Charter Way N3”, which is a
long road with multiple verges, not enough to identify the exact
spot.
on 16/11/25 I submitted an informal challenge on that basis.
The online acknowledgement said I would receive a response
within 21 working days, but the reply arrived by email and more
than 2 month later (21/01/26).
When they eventually rejected, they for the first time provided
a precise location (“junction with A406, opposite Finchley
United Synagogue”).
The rejection letter is dated earlier than the date it was
actually emailed to me.
The PCN also records the vehicle colour as black, whereas my car
is blue.

Questions:
Does the later clarification suggest the original PCN location
was insufficient?
Does the delay beyond the stated 21 working days carry any
relevance?
Is the incorrect vehicle colour of any significance when taken
with the above?

Questions:
Does the later clarification suggest the original PCN location
was insufficient?
No, because the PCN was served to your car, so you are assumed
to know where your car is. For the later Notice to Owner it
might not be OK, because the owner may not have been driving.
Does the delay beyond the stated 21 working days carry any
relevance?
No, there is no statutory period to reply to informal reps.
However, 56 days is max for replying to reps against a Notice to
Owner
Is the incorrect vehicle colour of any significance when taken
with the above?
None whatever

Their rejection letter is dated 25 November 2025.
So..
Are you the registered keeper;
Are your V5C details current?
I ask because the Notice to Owner would usually have been issued
by now as you're over 3 months down the line since the PCN was
issued.

Hi thank you for your reply. V5c details are correct and there
wasn't any changes since buying the car on 2024.
Rejection letter date: 25/11/2025
Notice to woner date: 10/02/2026

There's no point paying at present because it's the full penalty
which is the same should you appeal to an adjudicator.
You should at least make formal reps which we can help draft.
Latest date for NTO dated 10 Feb. is 11 April, so you have
plenty of time.

Hi again, and thank you for your help so far.
Based on the advice above, particularly that the latest date for
the NTO dated 10 Feb would be 11 April, I understood that I
still had plenty of time to submit formal representations.
Because of this, I waited before submitting them. However, I
have now received a Charge Certificate increasing the penalty to
£240, which has confused me as we are still well before the 11
April date mentioned.
Could you please advise how this might have happened and what
the best next step would be?

MARCH. as was almost certainly explained on the notice.
I thought I knew who Tincombe was but now not sure following
such a mistake.

Thank you for clarifying.
I now understand the deadline was 11 March. I misunderstood
based on the earlier post mentioning 11 April, so I waited and
unfortunately did not submit representations in time. I have now
received the Charge Certificate for £240.
Could you please advise what the best step is now? It is quite
painful to pay this amount, so I would really appreciate your
guidance.
