I have checked with TEC and it has still not bene registered
with them.
Webchat seems non existent and it is a 20 minute wait on the
phone.

As at today, the LBBD website shows the penalty as £210 i.e. a
Charge Certificate has been issued but not an Order for
Recovery.
IMO, notify the authority NOW that with immediate effect your
address for correspondence regarding PCN ****** is **** and not
******. Include a copy of your new V5C if you have this,
otherwise DVLA's confirmation and proof that you are the person
whose name is held by DVLA e.g. driving licence(with your new
address, I hope) etc.

Good morning tincombe.
I notified the council after you advised me to do so and they
sent me letters about the PCN to my correct current address.
I checked with TEC on the week of 3rd August and the PCN was
still not registered.I have been on holiday last week.
I have checkd on the council's website today and the fine seems
to have increased to £221. I will call and double-check with TEC
today if the PCN has been registered ( which I think it now has
been )
