photos pl.
Where you were is essential, other areas for comparison(for
example regarding their restrictions and clarity of
markings/signs, if necessary).

I seem to have also realized why I never rcvd a NTO through the
post. My V5 is registered to my other property. I was living
there when I bought the car.
On the council's site, they fine is now at £210. Should I keep
checking with TEC if the fine has bene registered?

Yes, you need to check and when registered, you can submit a
Witness Statement.

On 6 March you posted: Yes, I am the registered keeper and my
address is current with DVLA.
It now appears that a NTO has been served at a different address
and its 28-day period for making reps has expired.
We need more info pl.
Do you have the NTO;
Date of issue of the NTO;
The circumstances surrounding why you did not receive it in time
e.g. have you moved, if so when, as the DVLA shows last log book
change 10 May, then presumably you've just updated it..etc?

When I took vehicle insurance this year, it was for my current
address. So, I was pretty certain that I had also updated my V5
address as well.
I do not have the NTO.
No idea when this was issued.
I will go to my other rented out property next Monday( they
cannot accomodate me before ) and see if they have held onto any
post in my name.
Yes, I have updated the V5 on the 10th.

The place where I parked on the day of the PCN is marked by a
Green X. It does not have any bay markings. I parked on the
space just behind this yesterday and that has some faded bay
markings.

You don't really have a valid excuse here as the NTO was served
on an address you own.
But I guess you can make a witness statement saying you didn't
get it when they serve the order for recovery - which will go to
that address but you don't need it physically, just knowing it's
been raised.
