Lambeth Council, Code 52m - no motor vehicles, Kennington Oval

Hello All,
I got a PCN issued on 11/02/2026, date of contravention
31/01/2026 from Lambert Council.
This occurred while driving down Vauxhall Station to Oval
Stadium. I entered Kennington Oval by turning left from Vauxhall
Street, I drove down it but could not find parking hence passed
Clayton Street and entered the LTN as mentioned in the
contravention. It was my fault that I did not see the signs, but
frankly the signs are smaller in size compared to other warning
signs. But I am using that excuse for my fault.
I saw that there is another topic
(
HTML https://www.ftla.uk/civil-penalty-charge-notices-(councils-tfl-and-so-on)/lambeth-code-52m-no-motor-vehicles-kennington-oval/)<br
/>in regards with the same contravention and in that topic it
mentioned the below:
"However, when accessing the Lambeth payment portal, the
following statements were displayed:
“The amount outstanding on the Charge Notice will increase to
£160.00 on Wed, 4 Feb 2026. Please pay £80.00 now.”
“The amount outstanding on the Charge Notice will increase to
£240.00 on Sun, 22 Feb 2026. Please pay £160.00 now.”"
If somebody could guide me where does it mention the following
on the payment portal, it would be really helpful.
I do have the following mentioned on my PCN:
The PCN states:
The penalty charge of £160.00 must be paid before the end of the
period of 28 days beginning with the date of the notice (31
January 2026).
If paid before the end of the period of 14 days beginning with
the date of the notice, the charge is reduced by 50% to £80.00.
If the penalty charge is not paid before the end of the 28-day
period, a Charge Certificate may be served increasing the charge
by 50% to £240.00.
But the website states :
"As such, the changes to the penalty charges issued within the
London Borough of Lambeth as of the above date, are as follows:
Parking penalties at the higher level will increase by £30 to:
£160 (Band A) reduced to £80 if paid within 14 days from the
date of issue of the Penalty Charge Notice or 21 days if the
Notice was issued by a CCTV operation.
£140 (Band B) reduced to £70 if paid within 14 days from the
date of issue of the Penalty Charge Notice or 21 days if the
Notice was issued by a CCTV operation."
I assume this was issued by CCTV operation hence the reduced fee
should be 21 days and not 14 days as mentioned in the letter.

Can this be reasonable grounds for a formal representation.
I have attached the letter for my contravention.
Do let me know how to proceed please.

Good Morning,
Could you'll advise if the reason for date mis-match enough
grounds for getting this PCN cancelled.
Thank you.

Hello All,
I got a response from Lambeth council via letter today (Letter
dated 17/04/2026).
They did not cancel the PCN. The point that I raised about the
timelines mentioned in the appeal was not addressed at all and
they just saying that it complies with the London Local
Authorities and Transport for London Act 2003.
I have attached the letter below. It seems that the grounds for
appeal do not have the option of the point I raised in the
initial appeal.
Please advise what to do. It would really help me.
Do you think I could appeal it and win or should I fold and pay
the amount ???
TIA.
