Cardiff Council PCN - Crystal Glen, Llanishen - Caught out by

Hi forum,
The registered keeper has received three PCNs from Cardiff
Council.
It appears the driver at the time, who was helping a grieving
friend resident in the local area, was caught out on the way by
mistakenly crossing a point only allowed for permit holders,
buses and taxis.
One for 27th and two for the day of the funeral 29th

Well, it's too new to be on Google Street View, but looking at
the PCNs there seems to be only one restriction sign, which
could be considered inadequate under the duty in Regulation 18
of The Local Authorities’ Traffic Orders (Procedure) (England
and Wales) Regulations 1996

Other thing to consider is, is there advance warning of the
restriction ? And indeed yes, there is at the turn into Crystal
Glen off Heathwood Road. In addition this GSV view is dated July
2023, so the restriction has been there for some time now.

At the other end, the previous signs are shown on GSV, which are
the usual FLying Motorbike signs, but which allow access.
Clearly these failed to prevent rat-running, so have now been
replaced by the signs at the other end.
For representations, I would submit representations on the basis
that the person who drove your car was helping out for a funeral
and was totally unfamiliar with the restrictions, and the
delivery of all three PCNs on the same day means you were
totally unaware of the contraventions. Point out that three PCNs
seems a disproportionate penalty for a simple error and request
that they accept payment for the first PCN and cancel the other
two.

Would it be alright if I run the representations past you before
I send them off?
There is an e-permit system in place, with a visitor pass
available, which if the driver knew of ahead of time would've
meant no PCNs being issued, but this was missed unfortunately
given the difficult circumstances.

One tactic is to pay for the first one and ask for discretion on
the two of the day of the funeral, citing the article you
linked.
That is if the signage and PCNs are solid.
One point - they say it's a reg 10 PCN but I thought this was
only for parking contraventions.

Thanks all, this is what I've come up with so far
Dear Sir/Madam,
I’m writing about three PCNs for the same permit-gated
restriction at Crystal Glen, Llanishen (<Ref1>, <Ref2>, <Ref3>)
and I’m asking if you’d please look at them together and
consider cancelling them as a matter of discretion.
These journeys happened because I was helping my friend, <name>,
a local resident from <address in the permit area> attend St
Brigid’s Catholic Church for the funeral service of her father.
As someone unfamiliar with the area, I didn’t realise the route
passed through a permit‑only gate.
On 27/01/2026 I did a quick dry run of the route so I could make
sure I could get her to the church smoothly on the day without
adding any stress.
On 29/01/2026 (the day of the funeral) there were two further
trips using the same route as part of the funeral arrangements.
I fully accept that the restriction exists for a reason, and I’m
sorry for crossing it. This was an honest mistake in difficult
circumstances, made by someone unfamiliar with the area.
The reason I’m asking you to consider cancelling at least the
second and third PCNs is that I only received all three of these
notices on the same day, so I had no idea a PCN had been issued
after the dry run on the 27th, and therefore no opportunity to
change route before the two trips on the 29th. By the time any
notice arrived, the funeral day journeys had already happened.
It feels disproportionate to be penalised multiple times for the
same location and restriction when there was no chance to learn
from the first notice before the later journeys occurred.
Had we realised the route included the permit gate, <name> and I
would've arranged a visitor permit and none of this would have
happened. With everything going on around her father’s death and
the rush of funeral arrangements, that detail was unfortunately
overlooked.
So, with respect, I’m asking for:
Cancellation of the two PCNs dated 29/01/2026 on
fairness/discretion grounds (no opportunity to know about the
earlier PCN before those journeys), and
Consideration of cancelling the 27/01/2026 PCN as well, on
compassionate/exceptional circumstances given the bereavement
situation and the purpose of the trip.
If you’re not able to cancel all three, I’d be very grateful if
you could at least cancel the two from 29/01/2026.
I can provide confirmation of the funeral arrangements if
needed.
I appreciate your time and fully understand that discretion is
not guaranteed. I’m grateful for any consideration you’re able
to give.
