       Indeed it is, but you have to risk the full PCN penalty to find
       out. That's why so many people just cough-up; they only pay the
       discounted amount, and most people know nothing at all about the
       law and regulations on traffic and parking contraventions, and
       imagine it will all end in tears and they'll have to pay huge
       sums of money which, of course, is totally untrue.

       Thanks - Will go ahead and wait for DVD to come and then appeal
       no contravention has occurred whilst mentioning the video
       footage provided is inaccessible due to not having a CD player
       (like most in the UK). From the pictures provided no
       contravention has occurred. If they reject which they will, I
       will go all the way to tribunals.
