I assume this is Gemini who issued the original window PCN
Many thanks for your email and for raising your complaint.
Your complaint was reviewed by the Complaints Service and was
forwarded onto PALS for escalation.
I had escalated your complaint to the Carparking Facilities
Management for their attention. They have reviewed your case and
have sent the response below for you:
Dear Mr *****,
Thank you for your email regarding Parking Charge Notice
002877487 issued at Newham University Hospital on 10 February
2026.
Firstly, please accept our sincere condolences for the loss of
your uncle, Mr *****. We are very sorry to hear about the
circumstances surrounding his admission and subsequent passing.
We appreciate that this must have been an extremely difficult
and distressing time for you and your family.
We understand from your email that you attended the hospital
urgently after receiving the news about your uncle’s condition
and appreciate that your priority at that moment was
understandably to reach him as quickly as possible.
Having reviewed the Parking Charge Notice and the images
captured at the time, the vehicle was parked within a yellow
hatched area rather than within a designated parking bay. These
hatched areas are in place to allow sufficient space for
vehicles to safely turn and manoeuvre, and to ensure that access
is maintained for emergency and operational vehicles. For safety
reasons, vehicles are not permitted to park in these areas.
While we fully recognise the circumstances you have described
and the distressing situation you were facing, unfortunately the
Parking Charge Notice cannot be cancelled on this occasion due
to the vehicle being parked in a restricted hatched area rather
than in a designated parking bay.
However, as a gesture of goodwill, we can request that the
service provider allows you to make payment at the reduced rate
of £60, as the current outstanding charge for the PCN stands at
£100.
I am sorry that this matter has added further difficulty during
what has clearly been a very challenging time for you and your
family. Thank you for taking the time to contact us and for
explaining the circumstances[/b]

Trust/PALS just not interested it seems
I have made a formal complaint and pointed out that, as the
Landowner, they can intervene and cancel the PCN. I also
reminded them of the NHS guidelines on parking
Thank you for your e-mail below, received by the Newham PALS
Service.
My colleague **** is currently away, and so I have accessed your
correspondence on her behalf.
The Trust Car Park Management is part of Barts Health NHS Trust
and not Gemini.
PALS have received the following response from the Trust Car
Park Management service to forward to you,
‘’Dear Mr ****,
Thank you for your email. Please accept our condolences on the
loss of your uncle; we understand this is a difficult time for
your family.
Your concerns regarding the parking charge notice (PCN) issued
on 10 February 2026 have been noted. We must clarify that while
PALS and the Central Complaints Team support patient experience,
they do not have the authority to waive or manage parking
enforcement.
The Trust’s parking policy is in place to ensure that all
visitors, including Blue Badge holders, park within the
designated bays to maintain safety and access for all hospital
users. When a vehicle is parked outside of these boundaries, it
can create an obstruction for other patients and emergency
access.
As this is a contractual matter regarding a breach of the
parking terms and conditions, all appeals and disputes must be
handled directly by Gemini. The Trust cannot manually intervene
in the contractor's standard appeals process.
If you have already received a response from Gemini and are
unhappy with the outcome, you may wish to follow the further
appeal steps outlined on the back of your PCN or on the Gemini
website, which usually includes an independent appeals service
(POPLA).
