       Hackney PCN - 53 Failing to comply with a restriction on
       vehicles entering a pedestrian zone

       Hi all,
       So my wife managed to get 2 x PCN in the same location in
       consecutive days.
       She is not the smartest of drivers even though there are signs
       on both sides of the road stating the restrictions, now i need
       to see if i can make a valid representation.
       Normally she parks in the Leisure Centre car park (the immediate
       left entry path before the restriction signs start) but the gate
       was closed in both occasions.
       Her excuse is she found it difficult to reverse back on one of
       the occasions as cars were behind her, and the only way was to
       continue going forward and turn around at the end of the T-road.
       I have attached links to both sets of PCN details. Also the
       online video clips cut off as soon as she passes the road sign
       for restrictions, so you cannot see what further actions she
       took with the car.
       Grateful for any advice that can be given.

       Unfortunately i cant see the signage as it is an old google maps
       photo, i wanted to see what the restricted times were.

       We need to see PCN Number and car registration so we can view
       the videos, so please unredact them. Two PN a day apart, so the
       question has to be, does your wife understand what the "Flying
       Motorbike" signs mean ? Rather too many motorists seem not to.
       Other puzzling thing is a virtual tootle down to the end of the
       street shows turning round is even more difficult than by the
       leisure centre gate.
       We also need to see the restriction signs, to see if there are
       times etc below the restriction symbol, but so far I don't see a
       robust case building up.

       Hi there, Thanks for your response.
       I have attached the 2 videos - they are very short as they cut
       off 2 seconds after entering.
       Yeah you are right she does not understand the flying motorbike
       signs and also had seen few other cars going down the same road
       but obviously they probably have specific permits.

       I'm afraid that I see no robust appeal argument here. Of course
       the council will never give way, they just want your money, but
       your wife not knowing what the signs mean is the basic reason
       the PCNs have been served. The PCN for the 27th is only 7
       minutes within the afternoon restriction, but that is,
       unfortunately, not in de minimis territory.
       If you have any more background info you can share with us, it
       could help with an appeal, for instance are you long-term London
       residents or quite new to London, how long has your wife been
       driving, etc. I hate to say pay-up without at least submitting
       some reps so they have to do at least some work for their money,
       but it's your choice. Hackney normally re-offer the discount
       when rejecting representations, (reps).
