This is an absolutely absurd restriction for moving traffic.
Somebody could be in his way home from France to Scotland and
would have no idea whatever about "event days".
Actually they damn themselves in their reply, by saying you must
go and look on their website, and also, as 'Stamfordman' points
out, look out for a sign giving the dates when this is not a
traffic sign. Motorists are under a duty to obey traffic signs,
as listed in the TSRGD, and nothing else. If they wanted to show
Event times for the bus lane, then the actual bus lane signs
should show them, but again, this would not be a traffic sign.
Your case really needs to be taken to London Tribunals where I'm
sure you will win, not least because you can insist that the
person who signed the video record attends the hearing. They
never do.

Thank you. Yes that’s the thing I can’t recon with, how are
drivers supposed to know about event days ahead of time.
What do you mean i can insist that the person who signed the
video record attends the hearing? Do you mean the person who
took the video? How does that help? I will draft the response
tomorrow and post here for advise.

Morning all,
please see my intended response to the EN:
Dear Sir/Madam, I make representations on the following grounds:
The contravention did not occur.
1. As the Authority will see from their evidence (pictures and
Video), there were no signs to indicate the 29/11/2025 was an
event day. The council states that there are digital warning
signs on the main routes into the event zone, however none were
noted on my route; furthermore ‘digital warning signs’ are not
part of the statutory signage, motorists are under a duty to
obey traffic signs, as listed in the TSRGD
2. The Council suggests motorists have a responsibility to check
the Wembley Stadium website to check for event dates, however
this is not correct. Drivers have the duty to adhere to
statutory signage and obey to statutory signs, not check
websites.
I would be grateful for any advise - thank you!

Hello,
i have only 1 more week to reply, I will be travelling for work
from Sunday so i would need to send in my representation by
tomorrow ideally. COuld someone please offer advise if the above

That looks ok to me. They are likely to reject whatever you say,
but that unlocks the next stage is where an independent
adjudicator will actually pay attention to what you wrote
instead of fobbing you off.
If you wanted to go a little harder you might add this:
3. I am shocked by your insistance that a motorist should access
a website when they see your signage, as doing so would
constitute an offence under section 2 110. (1)(a) of the The
Road Vehicles (Construction and Use) (Amendment) (No. 4)
Regulations 2003. If you continue to assett that motorists "can
check the Wembley event dates on the Wembley Stadium website" in
your response, I require you to explain what exemption to the
law allows this. I remind you that the Regulation also states:
(2) No person shall cause or permit any other person to drive a
motor vehicle on a road while that other person is using—
(a) a hand-held mobile telephone...
If you do not accept that you are wrong about this, I reserve
the rght to do exactly as you say and report that I have done so
to the Police stating that you are the person who has permitted
it.

Issue 1.

(3)A penalty charge notice under this Part of this Act must
state—
(a)the grounds on which the council believe that the penalty
charge is payable with respect to the vehicle;
(b)the amount of the penalty charge which is payable;
(c)that the penalty charge must be paid before the end of the
period of 28 days beginning with the date of the notice;
(d)that if the penalty charge is paid before the end of the
period of 14 days beginning with the date of the notice, the
amount of the penalty charge will be reduced by the specified
proportion;
(e)that, if the penalty charge is not paid before the end of the
28 day period, an enforcement notice may be served by the
council on the person appearing to them to be the owner of the
vehicle;
They confuse the issue by stating this correctly and then
stating they WILL send one.
Issue 2.
Initial letter of rejection corroborates this latter error.
Issue 3.
EN conflates service with delivery. Deemed date of service is
10th March so we count day 1 from then. 6th April.
Back later re the video and signage - or lack of rather.
