Having thought my case was pretty strong I didn't post the PCN
recieved back on 27/12/25 here.
I've now had my appeal rejected, though the grounds given show
they're either quietly ignoring my main point or completely
missed it.
Here's my appeal, indicating why I think their signage is
inadequate.....
"On the evening in question I drove into Hammersmith from the
Chiswick side of the A4, I note there is a Controlled Zone sign
under the flyover just off the A road. I entered the Broadway
one way system onto Queen Caroline Street and drove around and
down Butterwick, at the bottom of Butterwick.
As I turned into Talgarth Road there is a very clear Zone Ends
sign. Driving along Talgarth Road and turning into Shortlands
there is absolutely no signage to suggest I was entering a
Controlled Zone, furthermore at the entrance to Great Church
Lane there is absolutely no indication of any restriction timing
via a yellow plate at either end of the road.
Without indication to tell me I parked on the yellow lines to
the left as the road was completely clear and all information
available to me at the time suggested I could do so after
6.30pm. I have since seen the signage for the adjacent parking
bays which are clearly enforcing the bays and not the road
itself, as they are pay and display/permit signs, which are not
an indication for yellow lines. Obviously any double yellow
lines are entirely restricted all the time, which is why I
parked where I did."
Their response completely sidestep the Zone Ends sign clearly
visible turning left onto the Talgarth Road....
"The vehicle was in a controlled parking zone A. Restrictions in
that zone apply from 08:30 to 23:00, Monday to Sunday. There are
signs at the entrances to the zone that show the controlled
hours. Single yellow lines within the zone apply during the same
hours as the zone, unless they have a separate sign showing
different times.
The PCN was issued on the date and at the time above on a single
yellow line which applied until 23:00. During a period of 9
minutes no activity was seen at the vehicle.
I have noted your comments in regard to the signage. Our records
and inspections confirm that at least one compliant CPZ entry
sign was visible on the route into the CPZ covering Great Church
Lane. The absence of a time-plate adjacent to the single yellow
line does not constitute a defect where the restriction aligns
with CPZ hours already conveyed via entry signage.
Within a CPZ, individual yellow lines do not need separate time
plates, as the operational hours are clearly displayed on signs
at all entry points to the zone, in accordance with the Traffic
Signs Regulations and General Directions 2016. Motorists are
expected to check and comply with the information displayed on
these CPZ entry signs when entering the area."
They go on to show an example of a Controlled Zone sign and to
further comment...
"Drivers should not assume the restrictions. If you are unsure
about the restrictions in place, please find alternative
parking. The onus is always on the driver to ensure their
vehicle is parked ‘legally’ and in compliance at all
times.
As the above vehicle was parked in contravention, this Council
cannot find any valid reason to waive the Charge.
My decision - I have considered what you have said and all the
available evidence, but I do not agree that we should cancel
your liability for this PCN."

Is it worth me taking this further? Why have they failed to
acknowledge the part of my appeal referencing the Zone End sign?

Here's the approach to Great Church Lane, the oval shaped, white
ringed building, is on the corner of it.
NOTE: The lack of any Controlled Zone signage.

evening in question the car was parked on the single yellow
line, alongside the white wall, seen in the picture.

As far as I could work out, this sign (end of Zone A)

I think you have a good case on the absence of signage on the
wiggly boundary between A and D, but see what the experts say.
After diligently searching for signage for the SYL on which you
parked, eyebrows might be raised at any thoughts you may have
had that you were in inner London and yet were not in a zone.

Yes, but only since. It was my wife who was driving and she is
not from Hammersmith and is quite used to 6.30pm unless stated
on a sign

Thanks for the info. At the time my wife's phone was out of
battery and the onus surely should not be put on having internet
connectivity while parking!

Without an actual Controlled Zone at that junction how does
anyone who lives outside London have a hope of knowing that the
parking restrictions differ from the rest of the country?
The last sign she saw literally said Zone Ends!

I hope I asn't suggesting she should have to search online,
merely trying to strengthen your case at the next stage.
Incidentally, could you please post copies of correpondence
rather than transcripts, beginning with all sides of the
rejection letter, redacting only yr name & address. (Material
often gets lost or corrupted in transcription - e.g. the all
important dates.)
Are you the registered keeper and is your V5C address correct in
every particular, as the NtO will go to the RK at that address?

As luck would have it, in this case, I AM the RK of the vehicle
my wife was driving. The rejection letter was emailed as an

If you want to take the matter further, it is essential you find
out whether there is a missing sign for the CPZ. If the council
can show, at adjudication, that you passed a CPZ sign, then
you'd lose.
